Statement of Work (SOW)

To clean and inspect the internal components of various consoles, switchboards, and panels within the Main Propulsion Control and Monitoring System (MPCMS) console, located in the Engineering Control Center of the CGC Northland (WMEC-904). This cleaning is necessitated by an electrical fire and the disbursement of Purple-K or Potassium Bicarbonate Powder (PKP).

• Clean and inspect the internals of the MPCMS Console, Main SS Switchboard, 400 Hz Switchboard, 120V Lighting Panel, Tank Level Indicating Panel (ACMS), Fire Fighting CTRL Panel, Fire and Smoke Detection Panel, Fire and Fire Handling Alarm Switchboard, and the Pre-heater Controller.

• Specific attention is required for the MPCMS Console internals, including wire runs, contacts, PLC components, power supplies, terminal boards, transformers, junction boxes, electrical instruments, indicators, HMIS, and cable way access panels.

• Cleaning methods include HEPA vacuuming, dry ice cleaning for non-conductive surfaces, and non-conductive solvent wipes.

• Provide adequate temporary ventilation to affected compartments.

• Equipment must be cleaned to a condition free from PKP, dirt, grease, lint, impurities, and other foreign matter.

• Post-cleaning inspections will be conducted by the Coast Guard Inspector and Tech Rep, potentially using a borescope for difficult-to-access areas.

• Post-repair operational tests are required for all disturbed, used, repaired, or altered items to demonstrate satisfactory operating condition (exception to MPCMS).

• A site visit is mandatory prior to bidding or proposal submission.

• Contractor must furnish and install all protective measures in accordance with SFLC Std Spec 0000.

• Contractor must handle interferences (wire runs, junction boxes, electrical/electronic components, console doors) in accordance with SFLC Std Spec 0000.

• Contractor personnel must present a professional appearance and avoid conflicts of interest.

• A NAVSEA Rep will be available for guidance when onboard the vessel.
