Statement of Work (SOW)

To provide crane-barge services for the reinstallation of the USCG Barque Eagle's figurehead, which was damaged and has been repaired by IPF Boston. This is required for upcoming operational and training cruises, including OP Sail 26.

• Provide all necessary personnel, equipment, materials, and supervision for the figurehead lift.

• Contractor-Furnished Equipment (CFE):

  • Inland crane/spud barge (min 120’x32’x6’) with two 60’ spuds.
  • Hydraulic crawler crane with sufficient capacity and reach for a 4,000 lbs. load.
  • Push-boat (approx. 25’x12’x5’).
  • Manlift with a minimum 60-foot reach.
  • Work-skiff.
  • Fuel, lubricants, certified rigging (straps, shackles), Conex/toolbox, generator, portable restroom, and a maritime-appropriate emergency spill kit.

• Contractor Personnel: Licensed Boat Operator, certified/licensed Crane Operator, Deckhand. All personnel require OSHA 10 certification and Level D PPE.

• Government-Furnished Information (GFE): Figurehead (approx. 7’W x 15’L x 7’H, 4,000 lbs.) and 60-foot slings for lifting.

• Period: March 30, 2026 – April 03, 2026

• Place: USCG Barque Eagle (WIX 327), 427 Commercial Street, Boston, MA 02109

• Contractor personnel must have OSHA 10 certification and wear Level D PPE.

• Labor must adhere to Prevailing Wage requirements.

• Contractor must maintain and provide proof of extensive insurance coverage (General Liability, Marine Liability, P&I, Workmen’s Compensation, Pollution Liability, etc.).

• Maintain and provide project Work and Safety Logs.

• The physical installation will be performed by IPF crew and government riggers; contractor is responsible for safe operation of their equipment to maneuver the load as directed.
