• Mobilization: GC cannot mobilize or begin construction until all required submittals and coordination drawings are accepted by the VA.

• Personnel: A dedicated Site Superintendent must be present whenever work is ongoing or subcontractors are on site. Key GC personnel contact information (24/7 primary and secondary) must be submitted.

• Inspections & Testing: The GC must notify the VA Project Engineer (COR) at least two weeks in advance for testing and field inspections, especially before closing walls or ceilings.

• Above Ceiling Work: All work above ceilings in public corridors, offices, and occupied spaces requires coordination with the COR and the use of HEPACART (or equal) containment systems. Cabling/wiring/fiber pulling above ceilings in patient care areas must also use HEPACART Cabling Access Point (CAP) (or equal) within the containment system.

• Safety: Compliance with OSHA (29 CFR Parts 1910 & 1926), fire safety regulations (NFPA 10, 241), and obtaining permits for cutting/welding are mandatory. No flammable liquids are to be stored or used on site. Infection Control Risk Assessment (ICRA), Interim Life Safety Measures (ILSM), and Green Environmental Management System (GEMS) compliance is required.

• Hazardous Materials: Maintain inventories and MSDS for all hazardous materials. Report spills immediately and be responsible for cleanup costs.

• Environmental Protection: Comply with EM 385-1-1 and daily cleanup requirements. Protect existing finishes and equipment; repair or replace any damage at contractor expense. Use freight elevators and take precautions to prevent damage.

• Security: All contractor personnel must wear a VA-issued identification badge at all times on VA property.
