Quick Summary
The Defense Logistics Agency (DLA) Land and Maritime has issued a Justification for Other Than Full and Open Competition for the acquisition of LEVER, LOCK-RELEASE (NSN 5340-01-340-2004). This action is justified under FAR 6.302-1 due to a single known source, BREEZE EASTER LLC, being the only approved manufacturer for this critical component used in the OSPRAY V-22A. The estimated value of this acquisition is approved for over $900,000 up to $20,000,000.
Scope of Work
This opportunity is for the procurement of LEVER, LOCK-RELEASE, identified by NSN/P/N 5340-01-340-2004. The required quantity is 45 EA, with a 100% option for additional units. These levers are essential components for the OSPRAY V-22A end item. The place of performance is Columbus, OH, United States.
Contract Details
The contract type will be Firm-Fixed Price, with a 100% option for the fixed quantity. Estimated base and total values are redacted, but the maximum contract value is approved for up to $20,000,000. The justification for limited competition is based on AMC 3 (acquire directly from the manufacturer) and AMSC D (data not physically available, cannot be obtained economically, or specifications cannot be drafted adequately for competitive solicitation). BREEZE EASTER LLC (CAGE 08484) is the sole known and approved source.
Efforts to Ensure Competition
Despite the single-source justification, DLA Land and Maritime undertook several steps to ensure competition where possible. A synopsis was posted on or about October 15, 2025, for 15 days. Dealers of the approved source were solicited, and the solicitation was posted to the DLA Internet Bid Board System for a minimum of 30 days. A Sources Sought Notice on SAM.gov on October 9, 2025, yielded only one response. A market survey conducted on the same date, contacting BREEZE EASTERN LLC and TRIMAN INDUSTRIES INC, received no responses. Procurement history and general internet searches did not identify other potential manufacturing sources. The solicitation includes DLAD Procurement Note L04 to allow for alternate offers and technical evaluation for future procurements.
