• Quote Structure: Must include Section A (Quote Form SF 1449), Section B (Pricing), Section C (Representations and Certifications), Section D (Technical Requirements - max 25 pages), and Section E (Past Performance).

• This acquisition is a Small Business Set-Aside.

• Offerors must have an active Federal Government contracts registration in SAM.gov.

• Offerors must be an Authorized Distributor from the supplier and provide an authorization letter.

• No Grey Market supplies are acceptable.

• Standard Form 1449 is the primary quote form.

• FAR clauses 52.212-1, 52.212-4, and 52.212-5 are incorporated by reference or attached.

• VAAR clauses are also incorporated by reference.

• The solicitation includes provisions regarding security prohibitions and exclusions, including restrictions on certain telecommunications equipment and services.

This is a Sources Sought notice issued by the Department of Veterans Affairs, Network Contracting Office (NCO) 6, on behalf of the Durham VA Medical Center. The purpose is to conduct market research to determine the availability of qualified businesses capable of providing Decon Shelters.

The required Decon Shelters should include the following salient characteristics:

Significant Physical Characteristics:

• Articulating external frame with locking straps for rapid deployment and high system integrity.
• Aircraft-grade aluminum frame with corrosion-resistant treatment and polyester powder coating.
• Frame capable of functioning with up to 30% structural damage.
• Portable and lightweight, allowing relocation while deployed.
• Flexible, UV stable, fire retardant, tear, and chemical-resistant fabric interior.
• Interior spray jets with 360° coverage and individual on/off capability.
• Ergonomic hand sprayers for assisting with decontamination of ambulatory and non-ambulatory patients.
• Removable "active" divider curtains with integrated spray jets, allowing separation into three lines (one non-ambulatory center, two ambulatory flanks) for privacy.

Functional Characteristics:

• The X28 Decontamination Shelter should provide two shower lines for effective decontamination of multiple casualties (ambulatory or non-ambulatory) and emergency response teams.
• Small undress and redress areas at each end for pre-shower doffing and post-shower donning of clothing.
• Capable of setup by two to four people in minutes.

Failure to provide information demonstrating the ability to meet these characteristics may result in a potential offeror being considered incapable.
