This is a pre-solicitation notice for a Blanket Purchase Agreement (BPA) for fitness instructors at Offutt AFB. The 55 FSS requires instructors to lead approximately 20 high-quality fitness classes per week, 50 weeks per year. Classes will not be held during the two weeks around the Christmas and New Year holidays.

• Provision of instructors to lead fitness classes.

• Specific classes required include: Strength and Stretch, Everyday Athlete, Body Sculpt and Strength, HIIT/Tabata, Cycling, Yoga, Pilates, Zumba, Barre, Cardio and Core, and STEP Fitness.

• Contractor must provide a suggested quarterly schedule no later than 2 weeks prior to the start of each quarter.

• Services must be available in accordance with the Performance Work Statement (PWS).

• Contract Type: Blanket Purchase Agreement (BPA).

• Ordering Period: Five years from the date of award.

• Place of Performance: Offutt AFB, Nebraska.

• This requirement will be orally solicited outside of SAM.gov.

• Closing Response Date: 29 April 2026.

• Oral solicitation will be sent within 3 weeks of the response date.

• All responsible sources may submit a quotation.

• Proposed Set-Aside: 100% Total Small Business Set-Aside.

• Offerors must be currently registered in the System for Award Management (SAM).

Performance Work Statement (PWS)

To provide high-quality fitness instruction services at the Offutt AFB Field House.

• Provide 20 fitness classes per week, 50 weeks per year. Classes will not be held during the two weeks around Christmas and New Year holidays.

• Offer a variety of classes including Strength and Stretch, Everyday Athlete, Body Sculpt and Strength, HIIT/Tabata, Cycling, Yoga, Pilates, Zumba, Barre, Cardio and Core, and STEP Fitness.

• Contractor must provide substitute instructors and ensure classes are not cancelled except in extreme circumstances approved by the Director of Fitness and Sports.

• Additional classes may be added to the schedule.

• Contractor is responsible for providing all necessary personnel, equipment, supplies, transportation, tools, materials, and supervision.

• Classes must be high quality.

• Contractor shall develop and maintain an effective quality control program, presented to the Director of Fitness and Sports within 30 days of award.

• Ordering Period: 3 years after award of the Blanket Purchase Agreement (BPA).

• New Fitness Schedules will be published quarterly, due two weeks prior to the start of the quarter.

• Place of Performance: Offutt AFB Field House.

• Hours of Operation: Monday-Thursday 5:30am - 7:00pm, Friday-Saturday 5:30am - 11:00am, excluding Federal holidays and Government facility closures.

• Personnel Qualifications: Instructors must have a minimum of 6 months experience instructing groups of 20+ and hold a national certification (ACE, ACSM, AFAA, NASM, NETA, Cooper's Institute). Specialized certifications are required for certain classes (Zumba, Pilates, Barre, Cycling, Yoga). All instructors must maintain current First Aid/BLS/AED or CPR/AED certification.

• Fitness Manager: Contractor must provide a local, paid representative to act as the fitness manager.

• Security: Contractor personnel must be U.S. Citizens, possess a valid driver's license, have no active warrants, and be able to pass a background check for access to Offutt AFB.

• Key Control: Contractor must implement procedures for managing government-issued keys/key cards and report any loss or duplication immediately.

• Contract Type: Firm-Fixed Price Blanket Purchase Agreement (BPA).

• Reporting: Contractor shall provide a local contract manager and alternate, available during business hours, with full authority to act on contract matters.

• Identification: Contractor personnel must identify themselves as contractors when their status is not obvious.

Blanket Purchase Agreement (BPA) Terms & Conditions

This document outlines the terms and conditions for a Blanket Purchase Agreement (BPA) for Fitness Instructor services. It specifies the types of fitness classes available and the ordering process.

• Purchase Limitation: $25,000.00 per call and $350,000.00 total for the life of the BPA.

• Payment: Government Purchase Card (GPC) is the only accepted form of payment. Invoices are required for each individual call.

• Authorized callers will be designated via an appointment letter.

• All calls and correspondence must be directed to the Contracting Officer (CO) at the 55th Contracting Squadron.

• The CO is the sole authority for modifications or changes to the BPA.

• Delivery tickets with specific information (supplier name, BPA number, call number, itemized services, pricing, etc.) must accompany each delivery.

• Itemized invoices are required for each call or monthly.

• The Government reserves the right to cancel the BPA with written notice.

• The contractor may terminate with 30 days written notice.

• The U.S. Government is exempt from sales tax.

• Work schedule is generally Monday-Thursday (5:30 am - 7:00 pm) and Friday-Saturday (5:30 am - 11:00 am), excluding Federal holidays and Government-directed closings.
