Sources Sought Notice

This notice is a market research tool to gather information for a potential acquisition of a water well drilling rig for the 554th Redhorse Squadron (554 RHS) at Northwest Field, Andersen Air Force Base (AAFB), Guam. It is not a solicitation or request for proposal (RFP/RFQ) and does not commit the government to any contract award or acquisition approach. The government will not reimburse respondents for any costs incurred.

Vendors are requested to provide the following:

• Company Name and Contact Information

• Business Size and CAGE/UEI Codes

• Relevant experience with similar equipment for government or commercial clients, including contract values and periods of performance.

• Capabilities and standard practices for ancillary services and lifecycle support in an OCONUS environment, specifically:

  • Commissioning and Assembly
  • Training (familiarization, operational, maintenance)
  • Sustainment & Warranty (including parts lead times to Guam)
  • Other bundled commercial services

• Capability and commercial practices for shipping heavy machinery to Andersen AFB, Guam (FOB Destination).

• A Rough Order of Magnitude (ROM) estimate for the well drilling rig and associated freight/shipping costs.

• Responses are strictly voluntary and are for informational and planning purposes only.

• Responses are not offers and cannot be accepted to form a binding contract.

• The government reserves the right to determine the acquisition approach.

• Respondents should not anticipate feedback on their submissions.

This document outlines the mandatory requirements and salient characteristics for a Well Drilling Rig system. It details the specifications for the complete system and its individual components, as well as required services and support.

Core System Capabilities & Operational Requirements:

• Complete Water Well Drilling Machine System including Prime Mover Tractor Rig, Drill Trailer, Mud Recycling System, Rig Tender Truck, and Drill Site Tender Trailer.
• Drilling Performance: Capable of air and mud rotary drilling to 1,500 feet TD, minimum 12 ½ inch borehole diameter, and 50,000 lbs hoisting capability.
• Air Transportability: Must be air transportable via C-17 or C-5 aircraft, supporting drive-on/drive-off loading without external equipment.
• Engine Type: All diesel engines must be "Export Engines" (Tier 3 Diesel or equivalent) capable of operating worldwide without ULSD.
• Corrosion Protection: Maximum corrosion/rustproof package with a minimum 5-year life expectancy; components painted Desert Sand (No. 30313 FED-STD-595).
• Self-Sufficiency: Capable of 30 hours continuous operation without servicing (other than refueling), including integrated support equipment.
• Spare Parts: Inclusion of expected replacement parts for a repair kit.

Salient Characteristics (by Component):

• Prime Mover: 275-350 HP, Tier 3 Diesel "Export Engine", All-Wheel Drive (4x4), 200-gallon fuel capacity, operational down to -25°F.
• Drill Rig Engine: 375 HP, Tier 3 Diesel "Export Engine".
• Top Head Drive: 70,000 in-lb torque, 0-120 RPM variable rotation speed.
• Mast: 100,000 lbs minimum rated working capacity.
• Feed System: 50,000 lbs minimum pullback force, 25,000 lbs minimum down pressure.
• Main Hoist: 50,000 lbs minimum capacity (two-part line).
• Mud Recycling System: 500 GPM processing, 2,500-gallon tank, self-contained Tier 3 Final diesel generator.
• Auxiliary Air Compressor: 900 CFM @ 500 PSI & 1150 CFM @ 350 PSI, Tier 3 Diesel Engine.
• Rig Tender Truck: 2,000-gallon water tank, 230-gallon auxiliary fuel, 14,000 lbs crane, 250-amp welder/generator, 20,000 lb winch, 33-ton towing capacity.
• Drill Site Tender Trailer: 30,000 lbs GVWR, 20 ft x 8 ft flatbed with tilt and winch.
• Grout Machine: 0-30 GPM up to 500 PSI, must hold 1,000 ft of 1 ¼-inch grout hose.
• Duplex Mud Pump: 300 GPM at 400 PSI, rig-mounted.

Mandatory Services & Support:

• Training: Minimum 40 hours on-site familiarization for operators and maintenance personnel.
• Manuals & Data: One hard copy and one electronic (IPDF) set of all operator, parts, and service manuals.
• Diagnostics: Provide all diagnostic software and devices compatible with Windows 10 (64-bit).
• Warranty: Comprehensive warranty for 24 months or 1,000 operating hours, whichever comes first.
• Marking: Application of standard military data plates.
• Export Lift Kits: Provided for rig tender truck and drill site tender trailer.
