Scope of Work
The USSS Special Operations Division requires new manufacture, semi-automatic 5.56 AR-15 style rifles with sound suppression, consistent with the agency's existing SR-16 Service Rifle family. The contract also includes armorer training, spare parts, and specialized tools. Key quantities include 4,779 rifles and 4,779 suppressors, along with various other components. Deliveries will be made to USSS facilities in Laurel, MD, and Washington, DC.
Key Requirements
Offerors must be Original Equipment Manufacturers (OEMs) of the serialized lower receiver; resellers or distributors are not eligible. Rifles must be commercially available and meet detailed specifications for components such as the HUXWRX FLOW 556K suppressor, MAGPUL MIAD GEN 1.1 pistol grip, and MAGPUL CTR Carbine Stock with a folding adapter. Contract Details
This will be a Firm Fixed-Price Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with a five-year ordering period. The minimum contract value is $10,000.00, and the maximum is $20,000,000.00. The North American Industry Classification System (NAICS) code is 332994 (Small arms, ordnance, and ordnance accessories) with a 1,000-employee size standard.
Submission & Evaluation
Proposals and required test samples (five firearms, seven magazines per firearm, and five HUXWRX suppressors) are due by June 29, 2026, at 4:00 PM EST. The award will be based on a best value tradeoff, where non-price factors (technical capability and past performance) are significantly more important than price. The technical evaluation is pass/fail, assessing compliance with the Statement of Work, trigger tests, velocity, accuracy, drop tests, safety inspections, armorer evaluations, end-user evaluations, and 10,000-round barrel life performance. Offers must remain firm for 90 days.
