This document is a Request for Quotation (RFQ) for the supply and installation of UBC Gravel at Arches National Park. It is a Firm-Fixed Priced contract utilizing NAICS code 212321 (Construction Sand and Gravel Mining) with a size standard of 500 employees. The government is procuring gravel to meet park needs.

• Supply and installation of UBC Gravel.

• Period of Performance: May 20, 2026, to June 20, 2026.

• Quotations must be submitted via email to adam_kircher@ios.doi.gov by March 31, 2026, 11:00 AM Central Time.

• Evaluation will be based on Lowest Price Technically Acceptable (LPTA) in accordance with FAR Part 13.

• Key submission items include a completed SF18, price schedule, contractor core data, completed provisions, and a signed letter of certification.

Statement of Work (SOW)

Arches National Park requires the supply and delivery of 800 tons of Untreated Base Course (UBC).

• Supply and delivery of 800 tons of UBC.

• UBC must contain approximately 2% water or less.

• Daily delivery quantity: 150 to 200 tons.

• Total delivery period: May 20, 2026, to June 20, 2026.

• Delivery location: Materials storage yard near Balanced Rock, Arches National Park, Moab, UT.

• Delivery times: 6:00 AM to 5:00 PM, Monday through Thursday. No Friday, weekend, or federal holiday deliveries.

• Specific delivery route and potential delays at the park entrance station are noted.

• Trucks: Double belly dumps (trains) or end dumps with two pups (triples) are not allowed due to site limitations.

• Offloading: Contractor must comply with COR on procedures and locations.

• UBC must meet UDOT Specification Section 02721 Part 2 Products (dated January 1, 2008).

• Aggregate class designation for Table 1 may be A, B, or C; Park prefers Class C.

• UDOT Specification Section 02721 is included as Attachment 1.

• Period: May 20, 2026, to June 20, 2026.

• Location: Arches National Park, Moab, UT.

• Submittals: Signed letter of certification with quote stating materials meet Part 2 Products requirements. After award, submit job mix gradation as per UDOT specification 02721.

• Warranty: Product warranted to meet specification requirements upon delivery.

• Measurement & Payment: Measured by the ton. Contractor to provide COR with certified weigh tickets. Payment based on price schedule.
