This solicitation is for the procurement and delivery of 1,650 tons of crushed limestone gravel (Grade A, Road B) for the U.S. Fish and Wildlife Service at the Jocelyn Nungaray National Wildlife Refuge (Anahuac NWR) in Anahuac, Texas. The estimated maximum quantity is 1,650 tons, but the Government is not obligated to order the maximum quantity.

• Procurement and delivery of 1,650 tons of crushed limestone gravel.

• Delivery location: Anahuac NWR, Anahuac, Texas (Coordinates: 29°38′23.03"N, 94°28'8.05"W).

• The SOW specifies delivery by 09/30/2026 and a period of performance from 07/01/2026 to 09/30/2026.

• This is a 100% Total Small Business set-aside.

• It will be a firm-fixed-price contract.

• Quotes must be submitted on company letterhead and include:

  • Unit price (per Ton)
  • Total quoted price
  • Price validity period
  • Product data sheet of supplies

• Vendors must state the number of loads deliverable per day and estimated lead time.

• Quotes and questions must be emailed to Khalilah Brown at khalilah_brown@fws.gov by April 2, 2026, at 5:00 PM EST.

• Evaluation Criteria: Award will be made to the responsible vendor whose quote is technically acceptable, offers competitive delivery lead time, and represents the lowest price. Positive past performance history will also be considered.

• This acquisition is a 100% Total Small Business set-aside.

• By submitting a quotation, the vendor certifies compliance with applicable FAR provisions and that their SAM.gov registration is current and active.

• The solicitation incorporates FAR clauses by reference, including 52.212-1, 52.212-3, and 52.212-4.

• Payment will be made via the Invoice Processing Platform (IPP).

Statement of Work (SOW) / Performance Work Statement (PWS)

To procure and deliver Grade A limestone road base to the Jocelyn Nungaray National Wildlife Refuge.

• Delivery of up to 1,650 tons of Grade A limestone road base.

• Delivery via belly dump trailers.

• Spreading of the road base on existing improved and unimproved roads within the refuge.

• Contractor must coordinate delivery timing with refuge management, ensuring a minimum of fifty (50) loads per day, with at least 24 hours' notice.

• Deliveries must occur between 7:00 AM and 4:30 PM, Monday through Friday.

• Turnaround locations will be specified by refuge staff to minimize environmental impact.

• Deliveries must not exceed 1,650 tons; any excess will be at the contractor's expense.

• Government acceptance is contingent upon the successful delivery of Grade A Limestone Road Base.

• Place of Performance: Jocelyn Nungaray National Wildlife Refuge, coordinates: 29°38'23.03"N, 94°28'8.05"W.

• Period of Performance: July 1, 2026, to September 30, 2026.

• Normal duty hours for coordination: Monday through Friday, 8:00 AM - 4:30 PM.

• Contractor must provide emergency contact information.

• Contractor must adhere to specified delivery times and turnaround locations.

• Non-duty hours include week nights, weekends, and Government holidays.
