Scope of Work
The contractor will be responsible for procuring and delivering up to 1,650 tons of Grade A limestone road base via belly dump trailers. The scope includes spreading the material on existing improved and unimproved roads within the refuge. Deliveries must be coordinated with refuge management, ensuring a minimum of fifty (50) loads per day with 24 hours' notice, and occur between 7:00 AM and 4:30 PM, Monday through Friday. Turnaround locations will be specified by refuge staff. The Period of Performance is from July 1, 2026, to September 30, 2026.

Submission & Evaluation
Quotes must be submitted on company letterhead and include unit price (per Ton), total quoted price, price validity period, and a product data sheet. Vendors must also state the number of loads deliverable per day and estimated lead time. Quotes and questions must be emailed to Khalilah Brown at khalilah_brown@fws.gov.
- Offer Receipt Deadline: March 20, 2026, at 5:00 PM EST.
- Evaluation Criteria: Award will be made to the responsible vendor whose quote is technically acceptable, offers competitive delivery lead time, and represents the lowest price. Positive past performance history will also be considered.
- Eligibility: Vendors must certify compliance with applicable FAR provisions and have a current and active SAM.gov registration.
