• Past experience requires two direct experiences with similar projects within the last 3 years.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide approximately 6,350 tons of hot mix asphalt (HMA) meeting specified requirements for road repairs within Yellowstone National Park (YELL) for the 2026 season, with an option for an additional 1,850 tons.

• Furnish all labor, materials, supervision, and equipment to produce and supply HMA.

• Produce 6,350 tons of PG58-34 asphalt with 1% Type 3 (lime) anti-strip additive.

• Aggregate must meet specifications in Table 703-4 and 703-07, with a nominal maximum size of ¾ inch.

• Contractor shall submit mix design for YELL approval prior to mixing.

• Mobile asphalt plant must be capable of producing 120 tons per hour under various weather conditions.

• Contractor is responsible for all aspects of asphalt mixing and supply.

• Period of Performance: August 3, 2026 – October 30, 2026.

• Plant Location: Norris Junction Pit, Yellowstone National Park, WY 92190 (approx. 22 miles south of Mammoth Hot Springs, WY).

• Mobilization: Plant and materials must be in place by August 10, 2026.

• Demobilization: Begins on or about October 30, 2026.

• Deliveries: YELL trucks will pick up asphalt (FOB contractor's plant site). Deliveries typically Monday-Thursday, with potential for Friday/Saturday deliveries upon COR approval.

• Quantity Variation: Up to +/- 20% (1270 tons) additional asphalt may be ordered, subject to funding and modification.

• Equipment Cleaning: All vehicles and equipment must be pressure washed and inspected for cleanliness prior to entering the park to prevent the introduction of non-native plant species.

• Vegetation Management: Contractor must have an approved weed management plan. Pits require annual inspection.

• Safety: Work must comply with OSHA regulations; a safety plan must be available onsite.

• RV Sites: 2-3 RV sites may be available for contractor crew at a monthly charge ($400-$500), not to be included in contract pricing.

Sources Sought Notice

This notice is a Sources Sought Notice (SSN) / Request for Information (RFI) issued by the National Park Service (NPS) for market research purposes. The NPS is seeking information on capable contractors to provide Hot Mix Asphalt (HMA) produced by a mobile plant at Yellowstone National Park (YELL). This is not a Request for Quote (RFQ) and does not commit the government to any contract.
