Quick Summary

The Department of Veterans Affairs (VA), Network Contract Office (NCO) 15, is soliciting proposals for General Construction Related Supplies and Materials for "In-House Construction" projects at the Kansas City VA Medical Center (KCVA) and surrounding clinics. This opportunity aims to establish a five-year Blanket Purchase Agreement (BPA). The solicitation is unrestricted, and proposals are due April 15, 2026, by 09:00 a.m. Central Time.

Scope of Work

The BPA will cover the procurement of a wide range of construction, HVAC, plumbing, and electrical supplies and materials. Specific categories include wall insulation, acoustical ceiling, LVT, electrical supplies (general lighting, healthcare systems), plumbing fixtures, pipes, and HVAC components. The contractor will be responsible for product delivery, purchase verification, and tracking of supplied materials, coordinating closely with the KCVA Construction Supervisor (COR) or designated Site Superintendent. Offerors must be able to provide required brands/models or approved equals, including salient characteristics for equals, and provide examples of tracking spreadsheets/reports.

  • Ceiling Limit: $3,000,000.00 over the agreement period.

Submission & Evaluation

Proposals must be submitted via email to leslie.ross2@va.gov. Required submissions include an executed SF1449, a completed Price Schedule and Attachment B with fully completed prices for all ordering periods (accounting for anticipated cost changes), a Technical Proposal, and Past Performance information (one to three contracts within the last five years). Evaluation will consider Technical capability, Past Performance, and Price, with all factors being equal.

Additional Notes

Amendment 0001 provided answers to vendor questions and clarified pricing submission requirements. It also confirmed the unrestricted nature of the solicitation. BPA holders may increase prices at any time in accordance with B.6, provided the Contracting Officer receives written notification, though price increases will not affect orders already issued. A Tax Exemption Certificate can be provided upon request for construction materials.
