Statement of Work (SOW) / Performance Work Statement (PWS)

To provide repair and calibration services for two specific Spectrum Analyzers (50 GHz Model E4448A, SN SG46180397 and 26.5 GHz Model E4440A, SN SG48250185) to restore them to original manufacturer specifications. This is to enable the Nellis Precision Measurement Equipment Laboratory (Nellis PMEL) to maintain critical testing capabilities for Air Combat Command (ACC) missions.

• Troubleshoot, repair, and calibrate one (1) 50 GHz Spectrum Analyzer (Model E4448A, SN SG46180397).

• Troubleshoot, repair, and calibrate one (1) 26.5 GHz Spectrum Analyzer (Model E4440A, SN SG428250185).

• Services must be performed in accordance with Technical Orders (T.O.) 33K4-4-723-1.

• The repairs will enable the PMEL to perform audio verification on approximately ten (10) customer items and attenuation verification above 18 GHz for approximately five (5) customer items.

• Completion of repairs is expected to minimize delays (80-120 days per item), reduce shipping costs, and alleviate PMEL logistical burdens.

• All functionality tests must be performed after repairs to ensure compliance with manufacturer standards and specifications.

• A detailed service report must be completed, dated, and signed prior to invoicing, certifying that all performance requirements were met.

• Any discrepancies identified during testing must be corrected.

• The service delivery timeline outlines specific steps with a 2-week duration for each, including shipping from Nellis PMEL to Keysight, troubleshooting, repair, testing, calibration, and shipping back to Nellis PMEL.

• Contractor must provide trained factory technicians (no subcontractors).

• Only factory-recommended replacement parts, tools, and materials are to be used.

• All replacement parts must be genuine and factory-approved (not refurbished or reconditioned).

• A minimum warranty of ninety (90) days on all services and parts provided is required.
