Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The U.S. Geological Survey (USGS) Western Fisheries Research Center has issued a Notice of Intent to award a sole source contract to Advanced Telemetry Systems, Inc. for SR3001 Trident Submersible Acoustic Receivers and compatible battery packs. This equipment is essential for ongoing fisheries research on juvenile salmonid behavior in the Upper Yakima River Basin. This is not a request for competitive proposals, but interested parties may submit capability statements. Responses are due by March 3, 2026.
Scope of Work
The requirement is for:
- Twenty (20) SR3001 Trident Submersible Acoustic Receivers
- Forty (40) compatible rechargeable lithium battery packs
Receivers must meet specific technical requirements, including detecting and decoding BPSK acoustic signals (JSATS architecture), being submersible to at least 70 meters, operating on rechargeable batteries for a minimum of 60 days, providing USB connectivity, including removable SD storage, meeting hydrophone sensitivity specifications, and being fully compatible with existing ATS receiver arrays and data handling systems. Delivery is required to Cook, Washington.
Justification for Sole Source
Advanced Telemetry Systems, Inc. is identified as the only source capable of providing equipment that is fully compatible with the USGS's existing deployed telemetry infrastructure. Introducing alternative equipment would necessitate significant redesign, recalibration, revalidation, retraining, and additional accessory procurement, leading to unacceptable scientific variability, increased costs, and schedule delays.
