Justification & Evaluation

This is a justification for other than full and open competition. A sources sought notice was previously posted on SAM.gov on October 28, 2025, and no responses were received. The acquisition is restricted to DUKANE SEACOM, INC (CAGE: 94970) as the only known source capable of providing the required material. The Government does not own the necessary data to make the material fully competitive, as it has only one approved source (3686A).

Efforts are being made to overcome barriers to competition by including procurement notes M06/L04 in the solicitation. These notes allow interested parties to submit data for evaluation, potentially leading to future competition.
