Evaluation
The Government intends to negotiate with a single source due to proprietary data and the uneconomical nature of acquiring data rights or reverse engineering. However, all responsible sources are encouraged to identify their interest and capability to respond. Information received will be considered solely for determining whether to conduct a competitive procurement. Award is contingent upon the offeror, product/service, or manufacturer meeting qualification requirements per FAR clause 52.209-1.
Additional Notes
The Government has determined not to use FAR Part 12 (Acquisition of Commercial Items) for this solicitation. However, interested parties may identify their capability to satisfy the requirement with a commercial item within 15 days of this notice. The acquisition may be subject to Free Trade Agreements and/or World Trade Organization Government Procurement Agreement if relevant DFARS clauses (252.225-7036 or 252.225-7021) are included in the solicitation.
