Quick Summary

The U.S. Fish and Wildlife Service (FWS), Communications Branch, has issued a Special Notice of Intent to Sole Source Award to Innovasea Marine Systems, INC. for acoustic telemetry tags with predation sensors and consumable hardware. This acquisition is for a one-year study to observe the survival and movement of stocked fish in the Great Lakes. Statements of capabilities are due by March 4, 2026.

Scope of Work

The requirement is for 350 acoustic telemetry tags with predation sensors that operate on a 69Khz frequency using proprietary coding compatible with existing Innovasea receivers. These tags are crucial for observing the survival and movement of stocked fish, including predation by other fish, and will be delivered on April 1st, April 20th, and May 1st. Additionally, consumable hardware for receiver deployments and recovery is requested.

  • Duration: One year
  • Set-Aside: None (Sole Source)
  • Response Due: March 4, 2026, 3:00 PM Z
  • Published: February 25, 2026

Justification for Sole Source

The sole source award to Innovasea Marine Systems, INC. is justified under FAR subpart 13.106-1(b)(1)(i) and (ii) and FAR 6.302-1. This is due to the proprietary nature of Innovasea's acoustic telemetry technology and the need for compatibility with currently deployed Innovasea receivers. Other brands are incompatible, which would disrupt ongoing field work and data collection. Innovasea is identified as the only responsible source capable of meeting these specific requirements.

This statement must provide clear and convincing evidence that competition would be advantageous to the Government. Submissions must be sent via email ONLY as a Microsoft Word or Adobe PDF attachment to Jack_Skogen@fws.gov. Telephone requests or offers will not be honored.
