Key Requirements & Instructions

Pre-registration and a password are required. - Document Precedence: In case of conflict, amendments take precedence, followed by the schedule of supplies, terms and conditions, IRPOD/Master Procurement Specification, invoked STRs, referenced drawings, and then specifications.
- Waivers/Deviations: Requests for delivery date extensions or waivers/deviations must be submitted with a detailed explanation and justification demonstrating no impact on quality, form, fit, or function. Supporting technical data is required for alternate items.
- Mercury Exclusion: Hardware and supplies must not intentionally contain or come into direct contact with mercury or mercury-containing compounds.
- Quality Assurance: Requirements are detailed in the IRPOD. Contractors must maintain an inspection system acceptable to the Government.
- Packaging: Specific clarifications for MIL-PRF-23199 packaging, particularly regarding MIL-DTL-24466 green poly bags, apply when cleanliness controls are invoked. Fire retardant packaging is no longer required. MIL-STD 2073 packaging applies as specified elsewhere.
- Deliverables: A Certificate of Compliance (DI-MISC-81356) must be submitted to NAVSUP-WSS code N9433 at the time of material delivery.

Additional Notes
Pricing for quotations is valid for 60 days after the closing date unless otherwise specified. Nuclear reactor publications not available from BPMI must be requested from NAVSUP WSS-MECH, Code N943, with "need-to-know" certification. Commercial specifications and standards must be obtained from their respective publishers.
