Statement of Work (SOW) / Performance Work Statement (PWS)

To expand the existing radio communications system and dispatch capability with modern, secure, fully interoperable equipment that meets federal law enforcement standards and supports VA Police operational requirements for the next five years. This includes providing secure, encrypted voice communications, seamless integration with existing infrastructure, advanced digital features, and lifecycle support.

• Procurement, implementation, and lifecycle support of 100 additional Motorola APX NEXT portable radio communications equipment.

• Provision of all necessary equipment, software, licensing, installation support, training, maintenance, and technical support.

• Specific tasks include:

  • Procurement of 100 Motorola APX NEXT portable radios (or equal) with specified features (VHF, UHF, 700/800 MHz, LTE/Wi-Fi, AES-256 encryption, P25 Phase II, GPS, Bluetooth, ViQi, Smart Programming/Connect, IP68, MCPTT ready) and accessories.
  • Procurement of two APEX 8500 consoles with similar specifications and installation of associated antennas and cabling.
  • Provision of enterprise-level radio management software licensing and advanced feature licensing (ViQi, Smart Programming, Smart Connect, text messaging, GPS, emergency alerts).
  • Complete codeplug development, programming, system key provisioning, and integration with the existing GLA ASTRO 25 system.
  • Installation and integration services, including physical installation, cabling, and post-installation verification.
  • Professional services including project management, system engineering, and training for VA Police personnel (user operation and technical maintenance).

• Government COR will provide overall project supervision.

• Contractor is responsible for onsite inspections meeting manufacturer installation requirements.

• COR will perform onsite inspections throughout the project.

• Inspection and Acceptance Testing: Government will inspect and test delivered equipment for up to seven (7) days from shipment.

• Period of Performance: 365 calendar days.

• Places of Performance: VA West Los Angeles (11301 Wilshire Blvd Bldg 236, Los Angeles, Ca 90073) and VA Sepulveda (16111 Plummer St. North Hills, Ca 91343).

• Any reference to brand-name items will be considered "or equal."

• Vendor must be authorized to work with the US Secret Service for Mt. Disappointment.

• The system does not touch the VA network and resides on its own network; C&A requirements do not apply.

• Deliverables include radios, accessories, documentation (programming, network diagrams, training materials), and program management services.

• Packaging, packing, and shipping instructions are detailed, including specific delivery location and required documentation.
