Purpose

The VA will use responses to make appropriate acquisition decisions and determine potential qualified sources, especially those with SDVOSB/VOSB status, relative to NAICS 334290 (Other Communications Equipment Manufacturing) with a size standard of 800 employees. A future solicitation may be published on GSA eBUY or Contract Opportunities.
Scope of Work
The requirement is for the Alexandria VA Fire Department and includes:
- Twelve (12) Motorola APX 800 handheld radios (7/800MHz, VHF, UHF) designed for fire departments (safety green). These radios must feature programmable power output, current J/F-12 number for DoD RF emissions, Wi-Fi programming, analog/digital, P25, conventional, trunked, and TDMA capabilities.
- Advanced features such as voice announcement, integrated Bluetooth with 128-bit AES Encryption, IP68 and DELTA-T Submersion environmental certification, rugged endoskeleton, top display, color LCD body screen with intelligent lighting, programmable buttons, and Advanced Digital Privacy (ADP) encryption.
- Accessories: Two (2) bank chargers, necessary cables, and batteries, including six (6) spare batteries.
- Programming Services: Complete programming to meet VA communication needs, including channel configuration, encryption keys, custom settings, and compliance with federal and state regulations.
Submission Requirements
Interested vendors must email responses to Marcus.Sidney@va.gov by March 24, 2026, 8:00 AM CST, with "Handheld Radios" in the subject line. Submissions must include:
- A brief Statement of Capability (five pages or less) detailing the ability to provide the specified radios, accessories, and services, including an authorized letter to perform.
- Business Size and Socio-Economic Status: Indicate if the firm is SDVOSB/VOSB (and VetCert registered), small, emerging, small disadvantaged (with group/8(a) certification), Hubzone, woman-owned, or large business.
- UEI number and SAM.gov registration status.
- GSA Contract Number, if applicable.
Eligibility & Key Information
- Set-Aside Focus: Service-Disabled Veteran-Owned Small Business (SDVOSB).
- Future solicitations can only be awarded to contractors registered in SAM.gov.
- To receive an award based on SDVOSB or VOSB status, contractors must be VetCert registered/certified by the SBA.
