Sources Sought Notice / RFI

This notice is a Request for Information (RFI) from the Department of Veterans Affairs (VA) Program Contracting Activity Central. The VA is conducting market research to identify potential sources capable of providing an Audio Visual Console Upgrade for the VHA Institute of Learning, Education, and Development (ILEAD) Office. This RFI precedes a near-future solicitation.

Vendors are asked to review the attached Draft Performance Work Statement (PWS) (Attachment A) for detailed requirements. The VA is seeking information on companies capable of providing the necessary supplies and/or services for this upgrade.

• Response Deadline: Tuesday, May 12, 2026, at 1:00 PM Eastern Time.

• Submission Method: Email responses to Aimee Maxel (aimee.maxel@va.gov) and Kristy Svendsen (kristy.svendsen@va.gov).

• Required Information:

  • Company Information (Name, Address, POC, GSA/MAS/SEWP Contract #, SAM UEI #)
  • Company Business Size and Status (socio-economic status, years in business, affiliates, employee count)
  • Capabilities statement demonstrating ability to provide required supplies/services
  • Past Experience (max 3 projects within last 3 years as prime/sub, including project details, dollar value, POC, contract type, role, and relevance)
  • Completed VAAR 852.219-76 VA Notice of Limitations on Subcontracting – Certificate of Compliance for Supplies (see Attachment C).

• Comments on Draft PWS: Clear comments or questions on the draft PWS are welcomed, referencing specific page and section numbers.

• The VA currently anticipates a total set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB) firms, based on Public Law 109-461, Section 8127.

• However, inadequate SDVOSB responses may lead to an alternate set-aside or full and open competition.

• Failure to provide all requested information may hinder the VA's ability to determine capability and a specific set-aside.

• NAICS Code: 334310 – Audio and Video Equipment Manufacturing (Size standard: 750 employees). Respondents may suggest an alternative NAICS code if more appropriate.

This document is a "VA NOTICE OF LIMITATIONS ON SUBCONTRACTING—CERTIFICATE OF COMPLIANCE FOR SUPPLIES AND PRODUCTS (JAN 2023) (DEVIATION)". It requires offerors to certify their compliance with subcontracting limitations as stipulated in the solicitation and resultant contract, specifically for contracts involving supplies or products.

• Offeror Certification: Bidders must select the appropriate box indicating compliance with subcontracting limitations for supplies or products. This includes:
  • For non-manufacturers: Supplying products from domestic small business manufacturers/processors, unless a waiver is granted.
  • For manufacturers: Certifying the end item is manufactured in the United States.
• Nonmanufacturer Requirements: If qualifying as a nonmanufacturer, the offeror must certify:
  • Not exceeding 500 employees (or 150 for specific IT reseller exceptions).
  • Primarily engaged in retail/wholesale trade and normally selling the type of item supplied.
  • Taking ownership/possession of items with their own personnel/equipment.
• Small Business Manufacturer Certification: For multi-item acquisitions, certification that at least 50% of the contract value comprises items manufactured by small businesses may be required.
• Acknowledgement of Penalties: False certifications are subject to penalties under Title 18, United States Code, Section 1001.
• Cooperation: Offerors agree to provide documentation to VA to verify compliance.

This is a mandatory certification. Offerors must complete, sign, and return this form with their bid, quotation, or proposal. Failure to provide the completed certification will render the offer ineligible for evaluation and award. Bidders must carefully review and understand the subcontracting limitations and manufacturer/nonmanufacturer requirements to ensure accurate completion of this certificate.

This document contains "As-Built" drawings for the VA Employee Education System at VA Healthcare, located at #1 Jefferson Barracks Dr, St. Louis, MO. It details the existing audio and related systems within the facility.

• Drawing Sheets: Includes cover sheets, standards, audio mixer schematics, audio device layouts, and an audio console diagram.
• System Components: Depicts various audio equipment such as mixers, amplifiers, speakers, consoles, microphones, and associated wiring and connections.
• Revision History: Lists revisions made to the drawings, with the "As-Built" drawing dated 04/18/2017.

These drawings provide a detailed visual representation of the existing audio infrastructure. Bidders involved in opportunities related to this facility, particularly those concerning audio systems, upgrades, or maintenance, can use these drawings to understand the current setup, identify components, and plan their proposals accordingly.

Performance Work Statement (PWS)

To upgrade the existing Logitek Jetstream audio console system at the VHA Institute of Learning, Education, and Development (ILEAD) video broadcast facility in St. Louis, Missouri, with a new system that meets specified salient characteristics.

The contractor shall provide a turn-key installation of a new audio console system. This includes:

• Discovery of the existing VA audio system (sources, destinations, patch panels).

• Development of integration drawings and timelines.

• Decommissioning of the existing console and site preparation.

• Installation of new system equipment within existing furniture and racks.

• Integration of the new console's inputs/outputs with the existing VA patch panel.

• Commissioning, testing, and troubleshooting of the new system.

• Providing operational and technical administration training to VA staff.

• Optional: Providing annual support for technical, hardware, and software issues/upgrades.

• Deliverables must be submitted by the due dates specified in Table 3.

• Performance will be monitored by the PM/COR.

• Quality control procedures must be maintained by the contractor.

• Deliverables will be reviewed within 5 business days by the Government, with contractor revisions due within 5 business days.

• Period of Performance: 130 days after contract award.

• Place of Performance: VHA ILEAD video facility, Jefferson Barracks Medical Center, Building 56, 1 Jefferson Barracks Drive, Saint Louis MO, 63125.

• Work hours: 8:00 A.M. to 4:30 P.M. local time, Monday through Friday, excluding Federal holidays.

• The new audio console system must meet the salient characteristics detailed in Section 7, including specific fader counts, DSP engine requirements, support for AES67 and ST2110-30 standards, and compatibility with VA-owned Dell Z8/G4 desktop computers running Windows 11.

• IP communication will occur over an existing VA air-gapped local data network.

• Contractor staff may be required to sign non-disclosure and conflict of interest statements.

• The contract type is anticipated to be Firm Fixed-Price.
