This announcement is a request for SF 330 qualifications packages from qualified Architect-Engineer (A-E) firms for the "B Wing Infrastructure Upgrades, VAMC Leavenworth" project. The procurement is restricted to Service-Disabled Veteran Owned Small Business (SDVOSB) firms. This is not a Request for Proposal, and no award will be made from this announcement.
The A-E firm shall provide services to design a construction project at Dwight D. Eisenhower VAMC.
The scope of work includes preparing plans and specifications to correct Architectural, Structural, and Environmental deficiencies.
Specific tasks include rebuilding/renovating cross corridors interconnecting Buildings 89/90 and 89/91 for floors 3 and 4.
Replacement of all single pane windows throughout specified areas of the 3rd and 4th floors.
Replacement of the HVAC system for the cross corridors with a DX unit, eliminating fan coil units.
The design shall be prepared to permit the award of a construction contract with a magnitude between $5,000,000.00 and $10,000,000.00.
Anticipated contract type: Firm Fixed Price.
Anticipated time for completion of design: approximately 180 calendar days, including VA reviews.
Firms must submit one (1) completed Standard Form 330 qualification package (Parts I and II).
The SF 330 must include all consultants, Part I Section H (organizational chart excluding consultants), and a design quality management plan.
Submissions are limited to fifty (50) pages, with each page not exceeding 8 1/2 x 11 inches.
Evaluation criteria (in descending order of importance) include: Team Proposed, Previous Experience, Location and Facilities of Working Offices, Project Control, Capacity to Accomplish Work, Estimating Effectiveness, Miscellaneous Experience and Capabilities, and Claims, Terminations and Litigation.
This procurement is 100% set-aside for qualified Service-Disabled Veteran Owned Small Business (SDVOSB) firms.
Firms must be verified and listed in the Vendor Information Pages Database (vetbiz.gov).
Firms must be registered in the System for Award Management (SAM).
A-E firms must have licensed professional architects and engineers currently registered in Missouri or a state with recognized engineering licensure.
At least 50 percent of the design work must be accomplished by employees of the concern or eligible SDVOSB subcontractors/consultants.
