Sole Source Justification & Capability Statements
This procurement is justified under 10 U.S.C. 2304(c)(1), as supplemented by FAR 6.302-1, citing only one responsible source and no other supplies or services will satisfy agency requirements. The approved source is THE BOEING COMPANY. However, all responsible sources may submit a capability statement, proposal, or quotation for consideration. Interested persons may identify their interest and capability to satisfy the requirement with a commercial item within 15 days of the notice (by April 15, 2026). All proposals received within 45 days after the publication date (by May 15, 2026) will be considered to determine if a competitive procurement is feasible. Firms not already approved to manufacture this material must submit a Source Approval Request (SAR), but this procurement will not be delayed for SAR approval.
Additional Notes
UID requirements and Buy American Clauses will apply. The Government intends to use FAR Part 15 procedures and is not using FAR Part 12 (Acquisition of Commercial Items).
