• Packaging: Must comply with MIL-STD-2073 and MIL-PRF-23199, with specific clarifications regarding cleanliness control requirements (MIL-STD-767, MIL-STD-2041, etc.) and the use of MIL-DTL-24466 green poly bags. Fire retardant packaging is no longer required.
• Quality Assurance: An inspection system acceptable to the Government is required, with records maintained and available. Quality assurance requirements are further detailed in the Individual Repair Part Ordering Data (IRPOD).
• Mercury Exclusion: No mercury or mercury-containing compounds shall be intentionally added or come into direct contact with hardware or supplies.

A Material IRPOD is available at the BPMI site, and vendor review is mandatory. Technical documents such as IRPOD, drawings, technical data, and military specifications can be obtained from https://logistics.unnpp.gov/ecommerce (requires password and pre-registration).

• Order of Precedence: In case of conflict, amendments to the purchase order/contract take precedence, followed by the schedule of supplies, terms and conditions, IRPOD/Master Procurement Specification, invoked STRs, drawings, and specifications.
• Document Revisions: Contractors must comply with specified revisions of documents cited in the IRPOD/procurement specification. Written approval is required for using other revisions.
• Waivers/Deviations: Requests for delivery date extensions or waivers/deviations must include justification, an explanation of the cause, and an evaluation demonstrating no impact on quality, form, fit, or function. These requests must be presented to the Government Quality Assurance Representative (QAR).
• DD Form 1423: Attachment 1 details data item requirements, including a Certificate of Compliance per DI-MISC-81356, to be submitted at the time of material delivery.

Contract Details & Submission

• Contract Type: Solicitation (RFQ).
• Delivery: Required within 90 days of award.
• Pricing Validity: Quotations are valid for 60 days after the closing date unless otherwise specified by the offeror.
