Evaluation & Justification
The Government intends to solicit and negotiate with only one source due to the lack of data rights for additional sources and the uneconomical nature of reverse engineering. All responsible sources may identify their interest and capability or submit proposals. A determination not to compete is at the Government's discretion. Award will be made only if the offeror, product, or manufacturer meets qualification requirements per FAR clause 52.209-1.
Additional Notes
The Government is not using FAR Part 12 (Acquisition of Commercial Items) for this solicitation. However, interested persons may identify their capability to satisfy the requirement with a commercial item within 15 days of this notice. The acquisition may be subject to Free Trade Agreements and/or World Trade Organization Government Procurement Agreement if relevant DFARS clauses are included in the solicitation.
