Quick Summary

The Defense Logistics Agency (DLA) Aviation at Philadelphia, PA has issued a Presolicitation for DATA TRANSFER UNITS (NSN 7R-5999-016517373-CC). This is an intent to solicit and negotiate with only one source under FAR 6.302-1, due to the requirement for engineering source approval by the design control activity. New sources must undergo a qualification process. Responses from interested parties are due by February 17, 2026.

Scope of Work

This requirement is for 144 EA DATA TRANSFER UNITS. The item is flight critical and requires Government source approval prior to contract award. The design control activity retains data rights, manufacturing/repair knowledge, or technical data not economically available to the Government, which is essential for maintaining part quality. Only previously approved sources have been solicited.

Contract & Timeline

  • Type: Presolicitation (Intent to Sole Source)
  • Product Service Code: 5999 (Miscellaneous Electrical And Electronic Components)

Submission Requirements for New Sources

Alternate sources must qualify in accordance with the design control activity's procedures, approved by the cognizant Government engineering activity. If not an approved source, proposals must include information detailed in the NAVSUP Weapon Systems Support (NAVSUP WSS) Source Approval Information Brochures (links provided in the original notice for Spares and Repair). Failure to provide all required data will result in offers not being considered. If a source approval request is currently under evaluation, a copy of the cover letter must be submitted.

Additional Notes

This notice is an intent to award on a sole-source basis and is not a request for competitive proposals. However, all proposals received within 45 days (or 30 days for existing Basic Ordering Agreements) of publication will be considered. The Government retains sole discretion on whether to conduct a competitive procurement based on responses. Information received will be used to determine the feasibility of competitive procurement.
