Scope of Work
This solicitation is for the acquisition of electronic components designated as Flight Critical, essential for crucial shipboard systems enabling aircraft launch and recovery. The use of incorrect or defective material would pose a high probability of failure, leading to serious personnel injury, loss of life, vital shipboard systems, or aircraft. The components must be manufactured, tested, and inspected according to drawing number 3113AS1680-1, Revision T, and all referenced specifications. The total quantity required is 11 units.
Key Requirements
Offerors must either be previously approved sources or submit a Source Approval Request (SAR) to the contracting officer by the solicitation's closing date. The SAR must include: complete configuration drawings for similar items produced within the last three years; complete process/operation sheets, including subcontractor details; copies of purchase orders and shipping documents for previous production quantities; a detailed comparative analysis between the similar part and the part(s) for which approval is sought; and inspection method sheets, highlighting critical characteristics. Quality assurance involves 100% PCO mandatory inspection for critical characteristics, specific AQLs (e.g., 1.5 for Class 3 threads), and special surface inspection.
First Article Testing (FAT)
First Article Testing (FAT) is required. Contractors must present one unit of the specified part number (3113AS1680-1) for testing. The Government must be notified 14 days prior to testing, and a First Article Test Report must be submitted within 15 calendar days of testing. Waiver of FAT: NAVSUP WSS may waive FAT for offerors who have previously supplied identical production articles accepted by the Government or OEM, provided the last unit was delivered within three years, the production location is the same, and a certification is provided. Offerors requesting a waiver must submit two prices: one with FAT compliance and one with a waiver.
