Quick Summary

The Department of Veterans Affairs (VA), specifically the VA Connecticut Healthcare System (VACHS), is soliciting proposals for Exterior Lighting Maintenance and Repairs at its Newington and West Haven campuses in Connecticut. This Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside contract covers preventive maintenance, scheduled, and unscheduled repairs of exterior campus light fixtures. Proposals are due June 22, 2026.

Scope of Work

The contract requires semi-quarterly inspections, regular and emergency hourly rates for labor, and compliance with NFPA and OSHA. Services include an initial detailed inventory and numbering of all exterior lighting fixtures within 30 days of award, furnishing deficiency reports within seven business days, and maintaining sufficient stock of lamps and parts (or securing parts within 72 hours). All parts must be new OEM. Scheduled maintenance is to be performed outside regular business hours and following dusk, while unscheduled/emergency repairs must be available 24/7. The scope includes all exterior lighting over 8 feet from grade and bollards, but excludes decorative wall sconces and lower canopy/recessed downlights (under 12 feet). The contract explicitly does not include SCADA system programming, as a previous mention was a typographical error.

Contract Details

  • Type: Combined Synopsis/Solicitation
  • Period of Performance: Base year (July 1, 2026 – June 30, 2027) plus four (4) one-year option periods.
  • NAICS Code: 238210 (Small business size standard: $19 Million)
  • PSC: H162 (Quality Control Services: Lighting Fixtures And Lamps)
  • Place of Performance: VA Connecticut HCS, West Haven and Newington, CT.

Eligibility & Submission

This is an SDVOSB Set-Aside. Only vendors who attended the mandatory pre-bid site visits (held May 13, 2026) and are verified SDVOSB contractors are eligible to bid. OEM/factory-certified training is not required; a license and experience with similar exterior road and lot lighting systems are sufficient. Bidders must have a field service representative located within 200 miles of the West Haven Campus. Subcontracting is not allowed without written CO permission, and a mandatory certification on subcontracting limitations must be submitted. OSHA 10-hour certification is required for all personnel, and OSHA 30-hour for the competent person, submitted upon contract award.

Evaluation

Award will be made to the response most advantageous to the Government, considering Price, Technical (experience and capabilities), and Past Performance. A comparative evaluation process will be used.

Key Clarifications

Material procurement can be on an as-needed basis, with a $10,000 base inventory coordinated with VACHS. For repeat bulb failures, LED kit replacement is expected. Underground wiring repairs involve pulling new wire through existing conduit; excavation or new buried conduit is not required. The VA will support traffic control for planned impacts with two weeks' vendor notice. Non-emergency burnt-out lights require a 72-hour response. Wage Determinations (No. 2015-4119 and 2015-4127) apply, and bidders must ensure compliance.
