• Submission: Quotes are to be submitted via email to the Contract Specialist by the closing date and time.

• Inquiries: Questions are due by email no later than 9:00 AM ET on February 23, 2026.

• Evaluation: The contract will be awarded using Simplified Acquisition Procedures (SAP) to the offeror with the lowest price that meets the requirements and is deemed responsible. Price analysis will be used to determine if the proposed price is fair and reasonable.

• Negotiations: The government intends to award without negotiations, but reserves the right to negotiate.

• The acquisition is set aside for Unrestricted competition.

• Offerors must possess a valid UEI number and be registered in SAM.gov.

• Quotes must be valid for 60 days after the closing date.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide services supporting the Edinburg North High School Independent School District (ISD) JROTC Cadet Leadership Challenge (JCLC) camp from March 2-6, 2026. The camp aims to test cadets' leadership skills, promote citizenship, and provide hands-on military-type training in an unfamiliar environment.

This is a non-personnel services contract. The contractor will provide:

• Co-located lodging facilities

• Training facilities

• Meal services

• Furniture, equipment, and supplies

• Medical services

• Tools and management

• Labor

• The contractor must ensure adequate workforce for uninterrupted performance.

• Quality Control Plan (QCP) required to assure quality.

• Government will evaluate performance via a Quality Assurance Surveillance Plan (QASP).

• Facilities must not be undergoing renovation and not located in a high-crime area.

• Facility must comply with applicable fire and safety codes.

• Period of Performance: March 2-6, 2026

• Place of Performance: Within 150 miles of Edinburg, TX 78516

• Lodging: Climate-controlled housing with running water, toilets, showers, sinks for 120 Cadets and 17 Cadre. Male and female quarters separate. Beds provided; cadets bring own sleeping bags. At least 1 security officer 24hrs required.

• Meals: 13 meals for 120 Cadets and 17 Cadre. Must be served hot with necessary equipment. Menu to be coordinated 10 days prior.

• Training: Facilities for air rifle/marksmanship, archery, survival training, land navigation, softball, aquatics, high-ropes, and low-ropes. Includes safety equipment and trained personnel for certain activities.

• Medical: 24-hour on-site First Aid Station/Health Center with staffed nurses.

• Security: Contractor must provide security to ensure a safe and crime-free environment.

• Courtesy: Contractor employees must be courteous to all persons.

• Attire: Contractor personnel must wear clean clothing without offensive statements.

• Water/Ice: Unlimited water and 40 lbs of ice per day.

• Shelter: Dining facility available for inclement weather.

• Deliverables include cleaning supplies, meals, and invoices.
