Statement of Work (SOW) / Performance Work Statement (PWS)

To provide non-personal services, equipment, supplies, and facilities to support the Houston Independent School District (HISD) JROTC Cadet Leadership Challenge (JCLC) and Science, Technology, Engineering, and Mathematics (STEM) Camp. The program aims to enhance STEM education and career awareness for youth.

• Provide lodging, meal services, and dining facilities for approximately 220 Cadets and 52 Cadre.

• Offer training and classroom facilities for STEM activities, including VEX Robotics, Aerial Drones, and Sea Perch Underwater Drones.

• Support traditional outdoor/indoor activities such as water safety training, rock wall access, land navigation, and athletic field use.

• Furnish all necessary personnel, equipment, supplies, facilities, tools, materials, and supervision.

• Lodging: Co-located, climate-controlled accommodations with adequate ventilation and personal space for 272 individuals (220 Cadets, 52 Cadre).

• Billeting: Separate male and female lodging, dormitory style (two cadets per room), furnished rooms, non-smoking facilities.

• Training Facilities: Two co-located classrooms (up to 80 cadets each), large multi-use conference areas, auditorium/large conference area for 500 people, swimming pool with lifeguards, maintained rock wall, gymnasium/conference area for indoor drone/robotics, outdoor athletic field, and inclement weather facility.

• Meals: Provide nutritionally balanced, hot meals following USDA dietary guidelines. Includes breakfast, lunch, and dinner for the duration of the camp. Vegetarian meal accommodations required.

• Safety and Security: Ensure a safe and crime-free environment, and compliance with fire and safety codes.

• Period: June 8-13, 2026 (6 nights/6 days).

• Place: Within 100 miles of Houston, TX, at co-located facilities.

• Contractor must provide a contract manager and alternate available 0800-1700, Monday-Saturday.

• No Government property or services will be provided.

• Contractor is responsible for all equipment and services not listed as Government furnished.

• Firm-Fixed Price contract type.

• Quality Control Plan (QCP) required.

• Contractor must adhere to applicable Federal Acquisition Regulations (FAR) and Army Regulations (AR).

Solicitation / RFP / RFQ

This solicitation (RFQ) is for a commercial acquisition using FAR Parts 12, conducted as a Full and Open competition, unrestricted to any business size.
