Performance Work Statement (PWS)

To provide non-personal services for the Laredo Independent School District (LISD) JROTC Cadet Leadership Challenge (JCLC) camp from 4-9 May 2026. The camp aims to provide cadets with opportunities to test leadership skills, participate in citizenship-building exercises, interact with peers from other JROTC units, and receive military-type leadership instruction in an unfamiliar environment.

The contractor shall furnish facilities, furniture, equipment, supplies, management, supervision, and labor to provide:

• Lodging accommodations for 120 Cadets and 20 Cadre.

• Food services, including meals and beverages.

• Training facilities, including a swimming pool, canoeing/kayaking areas, archery range, and outdoor group game/training areas.

• Medical support via a 24-hour on-site health center with RN staff.

• Transportation support via two (2) Golf Carts for logistics.

• Cleaning supplies and waste management.

• Lodging: Climate-controlled housing with hot water, portable toilets, showers, sinks, and personal space. Male and female cadets/cadre will be housed separately. Two female cadre/chaperones will be with female cadets, and two male cadre/chaperones will be with male cadets.

• Meals: Provide 13 meals per person for 120 cadets and 20 cadre. Hot meals served hot, cold foods served cold. Specific menus are provided for each day.

• Medical: 24-7 health center and first aid station with full-time RN on-site, available during the day and on call after hours.

• Training: Facilities must be safe and certified, with certified instructors and lifeguards where applicable. Specific capacities for pool and watercraft activities are noted.

• Quality Control: Contractor's existing quality control system will be utilized per FAR 12.105(a).

• Quality Assurance: Government will evaluate performance per a Quality Assurance Surveillance Plan (QASP).

• Period of Performance: 4-9 May 2026.

• Place of Performance: Within 50 miles of Sandia, Texas, 78383.

• Non-personal services contract.

• Contractor personnel shall be courteous and wear clean, non-offensive clothing.

• Facilities must not be undergoing renovation and must not be in a high crime area.

• Contractor shall provide security to ensure a safe and crime-free environment.

• No security clearance is required for contractor personnel.

• Government will provide archery range equipment and all equipment for survival training and marksmanship training.

• Applicable publications include CCR 145-2, DA PAM 30-22, and Federal Acquisition Regulations.
