This document is crucial for bidders as it establishes the minimum wage and benefit requirements for service employees working on contracts covered by the Service Contract Act within the specified Texas counties. Bidders must ensure their proposed labor costs align with these determined rates to comply with federal regulations. Failure to adhere to these wage determinations can lead to contract violations.

Performance Work Statement (PWS)

This PWS outlines the requirements for providing non-personal services to support the San Antonio Independent School District (ISD) JROTC Cadet Leadership Challenge (JCLC) from May 26-29, 2026. The goal is to instruct leadership skills, foster peer interaction, promote citizenship, and provide adventure training for approximately 100 Cadets and 35 Cadre.

The contractor shall provide co-located lodging, food and water services, headquarters office and first aid station space, and training sites. This includes:

• Lodging: Climate-controlled, non-smoking facilities with adequate ventilation and personal space, separate male/female accommodations, and secure environments. Facilities must comply with fire and safety codes and not be undergoing renovation.
• Meals: Provision of hot meals (except sack lunches), serving equipment, disposable items, and cleaning supplies. Menus require government POC coordination 10 days prior. Special meals can be provided upon request. One dinner (May 28, 2026) is specified to be at Gatti's Pizza.
• Training Facilities & Activities: Certified instructors and safe, maintained facilities for high ropes, low ropes, zip line, land navigation, team building/obstacle courses, swimming (with certified lifeguards), water safety, campfire pit, and a large open field for drills. Includes coordination for a hike/climb/cave exploration at Enchanted Rock State Park (transportation provided by government).
• Support Services: Ice/water provision, first aid station space (government provides supplies/staff), transportation via bus for local training sites, and necessary management, supervision, and labor.

• Contractor must develop and maintain a Quality Control Plan (QCP) within 30 days of award.

• Inform COR of issues between 7:00 AM - 7:00 PM daily, with written follow-up within one day.

• Services must be performed between 0900 on May 26, 2026, and 1300 on May 29, 2026.

• Facilities must comply with applicable fire and safety codes.

• Training facilities and personnel must be certified and safe.

• Meals must be served hot, nutritious, and on time.

• Lodging must meet specified standards 100% of the time.

• Period: May 26-29, 2026.

• Place: Within a 100-mile radius of San Antonio ISD, Texas.

• Contractor personnel do not require security clearances.

• Contractor must safeguard Government equipment and information.

• Contractor must attend post-award conferences and periodic progress meetings.

• A Camp Director is considered key personnel.

• Contractor employees must identify their status and avoid creating the impression of being Government officials.

• No contract information may be cited in marketing materials.

• An Organizational Conflict of Interest (OCI) plan may be required.

• Government is exempt from sales taxes; tax exemption forms will be provided upon request.

• Contractor shall provide all cleaning supplies.

• Contractor personnel must wear clean, non-offensive clothing.

• Contractor employees must be courteous to all persons served.
