Statement of Work (SOW) / Performance Work Statement (PWS)

To provide non-personal services for the Somerset Independent School District (ISD) JROTC Cadet Leadership Challenge (JCLC) from 8-12 June 2026. The event aims to allow Cadets to participate in citizenship building exercises, experience living with peers, develop leadership skills in a hands-on military environment, and engage in adventure training. The primary goal is to provide meals, lodging, and training facilities to ensure a successful event for Cadets and Cadre.

• Furnish co-located facilities, furniture, equipment, supplies, medical services, tools, management, supervision, and labor.

• Provide lodging for 220 Cadets and 40 Cadres, including climate-controlled accommodations with adequate ventilation, personal space, and gender-separated facilities. Bedding will be provided.

• Offer meals for 220 Cadets and 40 Cadres, including nutritious, hot, and filling food, served in a co-located dining facility. Specific menus and feeding times are detailed.

• Provide training facilities including high ropes, low ropes, zip lines, orienteering course, obstacle course, rappelling course, and a swimming pool for water safety.

• Offer an outdoor training area for 220 Cadets, including a campfire pit and an open field for night land navigation.

• Provide a swimming pool with shallow and deep areas, accommodating 40-45 cadets, with 3 certified lifeguards.

• Ensure all training equipment and necessary materials are provided and are serviceable and safe.

• Lodging facilities must be available 100% of the time, not undergoing renovation, and not located in a high crime area. Facilities must comply with fire and safety codes.

• Meals must be served 100% of the time, nutritious, hot, filling, and at the appropriate temperature. Meals must be prepared to serve 30 minutes prior to scheduled times.

• Training facilities must be provided in safe working condition with equipment and trained staff, available 100% of the time.

• Quality Control Plan (QCP) and Quality Assurance (QA) systems will be utilized per FAR 12.105 and QASP.

• Period of Performance: 8-12 June 2026

• Place of Performance: Within 150 miles of Somerset High School, 7650 South Loop 1604 W, Somerset Texas 78069.

• Non-personal services contract.

• Contractor must safeguard Government equipment, information, and property.

• Contractor must attend post-award conferences and periodic progress meetings.

• Key control procedures must be established.

• A Contracting Officer's Representative (COR) will be appointed.

• Applicable publications include CCR 145-2, DA PAM 30-22, and Federal Acquisition Regulations.

This is a Request for Quote (RFQ) for meals, lodging, and facility usage in support of the 5BDE JCLC Somerset training event. The period of performance is from June 8, 2026, to June 12, 2026.
