This solicitation (RFQ) is for commercial acquisition of meal services for the Will Rogers High School JROTC Cadet Leadership Challenge (JCLC) camp. The government anticipates awarding a firm-fixed-price contract using Simplified Acquisition Procedures (SAP) to the offeror with the lowest price that meets the requirements and is deemed responsible.

• Provide breakfast, lunch, and dinner meals for 86 cadets and 20 cadre.

• Services are required from May 26, 2026, to May 30, 2026.

• The Performance Work Statement (PWS) is included and should be referenced for detailed requirements.

• Pricing Arrangement: Firm Fixed Price.

• The contract will be awarded using Simplified Acquisition Procedures (SAP).

• The North American Industry Classification System (NAICS) code is 722310, with a size standard of $47,000,000.00.

• This acquisition is a total small business set-aside.

• Offerors must be registered in the System for Award Management (SAM) with an active UEI number.

• Quotes are due by 10:00 AM ET on May 7, 2026.

• Quotes should be submitted via email to the Contract Specialist (CS).

• Electronic submissions via facsimile will not be accepted.

• Offerors are encouraged to submit their best prices in their initial quote submission, as the government intends to award without discussions.

• Quotes must remain valid for 60 days after the closing date.

• Questions regarding the solicitation must be submitted in writing to the CS and Contracting Officer (KO) no later than May 1, 2026.

• This is a total small business set-aside.

• The solicitation includes numerous FAR and DFARS clauses incorporated by reference, covering various aspects such as small business representations, payment instructions (WAWF), and contract terms and conditions.

Wage Determination

This document is Revision No. 28 of Wage Determination No. 2015-5319, dated December 3, 2025. It establishes the minimum wage rates and fringe benefits required for various occupations performing work under the Service Contract Act in Oklahoma.

• Geographic Area: Oklahoma Counties of Adair, Cherokee, Craig, Delaware, Mayes, McIntosh, Muskogee, Nowata, Okfuskee, Ottawa, Washington.
• Applicability: This wage determination applies to contracts covered by the Service Contract Act.
• Occupational Listings: The document provides a detailed list of occupations, their corresponding codes, and the minimum hourly wage rates. It also specifies fringe benefits required for these occupations.
• Executive Orders:
  • EO 13706 (Paid Sick Leave): Applies to contracts awarded on or after January 1, 2017. Contractors must provide 1 hour of paid sick leave for every 30 hours worked, up to 56 hours annually.
  • EO 13658 (Minimum Wage): Applies to contracts awarded between January 1, 2015, and January 29, 2022 (and not renewed/extended after January 30, 2022). The minimum wage rate for 2025 is $13.30 per hour (or higher if listed on this determination).
• Benefits:
  • Health & Welfare: $5.55 per hour (up to 40 hours/week) or $222.00 per week.
  • Health & Welfare (EO 13706): $5.09 per hour (up to 40 hours/week) or $203.60 per week.
• Vacation: Paid vacation is provided based on years of service (2 weeks after 1 year, 3 weeks after 5 years, 4 weeks after 15 years).
• Holidays: A minimum of eleven paid holidays per year are required.
• Hazardous Pay: Differentials of 8% or 4% are applicable for specific hazardous work involving ordnance and explosives.
• Uniform Allowance: If uniforms are required, the contractor must provide them at no cost or reimburse employees for the cost, including maintenance ($3.35 per week if required).
• Conformance Process: Procedures are outlined for classifying and determining wage rates for occupations not listed in the determination.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide non-personal meal services, management, and labor for the Will Rogers High School JROTC Cadet Leadership Challenge (JCLC) camp.

• Provide all personnel, materials, supervision, and services for meal preparation and serving.

• Services include breakfast, lunch, and dinner for 86 Cadets and 20 Cadre.

• Provide serving equipment, chafing dishes, heating elements, disposable plates, cups, napkins, and utensils.

• Set up and tear down food and serving tables, chairs, and equipment for each meal.

• Remove all debris and trash to the nearest government-provided dumpster.

• Coordinate menus with the Government POC within 7 days of award.

• Accommodations must be made for approximately 5 vegetarian meals per meal.

• Meals must be nutritious, hot, filling, and at appropriate temperatures.

• A minimum of 90% of meals must be served within the indicated times.

• Clean-up must be completed immediately following each meal according to Oklahoma State Food Service standards.

• The dining facility must be 85% prepared 1.5 hours prior to the next meal time.

• Period: May 26 - May 30, 2026

• Contractor personnel must wear clean clothing without offensive statements.

• Employees must meet board of health standards and food handling requirements, and have knowledge of safety regulations (OSHA).

• Contractor personnel must maintain a professional demeanor and be aware of food safety requirements.

• Contractor must instruct employees in utility conservation practices.

• Contractor is responsible for operating under conditions that preclude utility waste.

• The government is exempted from paying sales taxes; exemption forms will be provided upon request.

• Contractor must safeguard all Government equipment, information, and property.

• Contractor personnel are not required to have a security clearance.

• Contractor must identify themselves as non-government personnel.

• Contractor shall not cite information obtained through this contract on any hard copy or digital marketing tools.

• Contractor must notify the Contracting Officer immediately of any potential Organizational Conflict of Interest (OCI).
