This is a Request for Quote (RFQ) for a commercial acquisition under FAR Part 12. The government is seeking to award a firm-fixed-priced contract for facility space rental to support the 2026 - 5th Brigade JROTC Drill Team Championship. The acquisition is unrestricted.

• Provide facility space rental for the JROTC Drill Team Championship.

• The rental period is from April 10-11, 2026.

• The Performance Work Statement (PWS) is included and defines the scope of work.

• The contract will be a non-personal service contract, providing all necessary personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items for the facility rental, excluding government-furnished property and services.

• Contract Type: Firm Fixed Price.

• Period of Performance: April 10, 2026 to April 11, 2026.

• NAICS Code: 531120 (Lessors of Real Estate).

• Product Service Code (PSC): X1AB.

• Offerors must submit quotes electronically via email to the Contract Specialist (CS) by the closing date and time specified in Block 8 of SF Form 1449.

• Quotes must remain valid for 60 days after the closing date.

• The government intends to award without discussions, based on the lowest price that meets requirements and is deemed responsible and responsive.

• Price analysis techniques will be used to determine if the proposed price is fair and reasonable.

• Offerors must complete specific blocks on SF Form 1449, including Unit Price and Net Amount for CLIN 0001.

• Questions regarding the solicitation must be submitted in writing to the CS and Contracting Officer (KO) by March 17, 2026, 10:00 AM ET.

• All amendments will be posted on SAM.gov.

• This acquisition is unrestricted.

• Offerors must possess a valid UEI number and be registered in the System for Award Management (SAM).

• Funds are not presently available; award is contingent upon appropriated funds.

Wage Determination

This document is a Wage Determination (No. 2015-5253, Revision No. 28, dated 12/03/2025) issued by the U.S. Department of Labor, Employment Standards Administration, Wage and Hour Division. It establishes minimum wage rates and fringe benefits for various occupations in Texas, specifically for the counties of Atascosa, Bandera, Bexar, Comal, Guadalupe, Kendall, Medina, and Wilson.

• Applicability: This wage determination applies to contracts subject to the Service Contract Act.
• Occupational Listings: The document provides a detailed list of occupations, each with a corresponding code, title, and minimum hourly wage rate. These range from administrative and clerical roles to automotive, health, information technology, and protective service occupations.
• Fringe Benefits: Fringe benefits are required and follow the occupational listing. Specific details on Health & Welfare benefits are provided:
  • Standard Health & Welfare: $5.55 per hour, up to 40 hours per week, or $222.00 per week or $962.00 per month.
  • Health & Welfare EO 13706: $5.09 per hour, up to 40 hours per week, or $203.60 per week, or $882.27 per month.
• Executive Orders:
  • EO 13706 (Paid Sick Leave): Applies to contracts awarded on or after January 1, 2017. Contractors must provide 1 hour of paid sick leave for every 30 hours worked, up to 56 hours annually. This leave can be used for personal illness, injury, or health-related needs, or to assist family members.
  • EO 13658 (Minimum Wage): Applies to contracts awarded between January 1, 2015, and January 29, 2022 (and not renewed/extended after Jan 30, 2022). The minimum wage rate for 2025 is $13.30 per hour, or the applicable wage rate listed on this determination if higher.
• Additional Provisions:
  • Vacation: 2 weeks paid vacation after 1 year of service, 3 weeks after 5 years, and 4 weeks after 15 years.
  • Holidays: A minimum of eleven paid holidays per year are listed.
  • Hazardous Pay Differential: An 8% differential applies to positions with high hazard exposure (ordnance, explosives), and a 4% differential applies to positions with low hazard exposure.
  • Uniform Allowance: If uniforms are required, the contractor must furnish them or reimburse employees for the cost, including maintenance ($3.35 per week or $.67 per day).
• Conformance Process: Procedures are outlined for contractors to request authorization for additional classifications and wage rates not listed in the determination, using Standard Form 1444 (SF-1444).

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide non-personal services, including personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision, necessary to facilitate the rental of a contractor facility for the 2026 – 5th Brigade JROTC Drill Team Championship.

• Provide non-personal services for the 5th Brigade JROTC Drill Team Championship on April 10-11, 2026.

• Support the event which determines the top 10 teams qualifying for the U.S. Army Cadet Command JROTC National Drill Team Championships.

• Provide training facilities, furniture, equipment, supplies, management, supervision, and parking.

• The contractor must adhere to the standards outlined in the PWS.

• Quality Assurance will be evaluated based on a Quality Assurance Surveillance Plan (QASP).

• Performance thresholds are detailed in Technical Exhibit A, with a general requirement of 95% compliance for most objectives.

• Period of Performance: April 10-11, 2026.

• Contractor Support Hours: 0600 to 1159 hrs or until event completion on event days.

• Place of Performance: A contract facility within a 50-mile radius of San Antonio, TX.

• Facility must have approximately 100,000 square feet of unobstructed space.

• Provide specific quantities of tables, chairs, and rooms for various functions (scoring, inspection, rehearsal, event control).

• Ensure facility is unlocked and accessible on event days.

• Provide adequate restroom space for approximately 1,000 attendees.

• Personnel must wear clean, non-offensive clothing.

• Instruct employees in utility conservation practices.

• Provide access to loading docks and ramps.

• Maintain the facility in a clean and orderly manner with janitorial/custodial crews.

• Provide 5 parking slots for VIP personnel.

• Contractor personnel are not required to have a security clearance.

• Contractor must safeguard all Government equipment, information, and property.

• Adhere to applicable regulations, publications, manuals, and local policies.
