• Vehicle Fleet Size: The fleet consists of 13 MRZRs, 5 MRZR-Alphas, 2 Polaris Ranger XP Crew Cabs, and 1 Golf Cart.
• Service Volume: Service volume will be determined by the manufacturer's maintenance schedule for all 21 vehicles, plus any unscheduled repairs.
• Materials and Consumables: Contractors are responsible for providing all required parts and materials, including but not limited to oils, fluids, tires, brake pads, and batteries. Pricing should be all-inclusive. The government will not furnish any consumables or parts. This is confirmed in Sections 2.0 (Scope of Work), 5.5, and 9.1 (Applicable Standards) of the Statement of Work, which specify that contractors must use Polaris-approved or recommended parts and provide all necessary supplies and services.

Form / Attachment / Pricing Sheet

Statement of Work (SOW)

This Statement of Work (SOW) outlines the requirements for inspecting and servicing various vehicles used by the 6th Combat Training Squadron (CTS) and 66th Weapons Squadron (WPS) to support training operations. The vehicles are essential for training on base and in remote, rugged terrain within the Nevada Test and Training Range (NTTR).

The contractor shall provide all necessary personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and non-personal services to inspect and service the following vehicles:

• Polaris MRZR
• Polaris MRZR-Alpha
• Polaris Ranger XP Crew Cab
• Club Car Golf Cart

All work will be performed at the contractor's place of business, and transportation for pickup and delivery of vehicles is required.

Services include, but are not limited to:

• Oil changes and filter replacements
• Transmission fluid replacement
• Spark plug and drive belt replacement
• Battery replacement
• Tire repair, mounting, and balancing
• Steering and brake system inspections
• Diagnostic fault code analysis
• Lube pivot points
• Seat belt repair
• Tire pressure adjustments

Specific services for gas-operated models are noted for Club Golf Carts.

• The period of performance is not specified (n/a).

• Work will be performed at the contractor's location.

• Vehicle pickup and drop-off will be coordinated within regular business hours (0800-1600, Monday-Friday).

• Qualifications: Contractors must provide proof of Automotive Service Excellence (ASE) certification, Motorcycle/ATV Technician Certification, or Polaris certification. They must also obtain necessary licenses and permits.

• Parts: All replacement parts must be Polaris-approved or recommended.

• Deliverables: Proof of certifications, quotes for unscheduled repairs, an estimate of repair time (within 24 hours of custody), a detailed final inspection report, and timely return of vehicles (within 15 business days of custody).

• Standards: Compliance with manufacturer standards, OSHA regulations, and relevant state and local codes is mandatory.

• Acceptance Criteria: Vehicles must be returned to 100% operational capability, all authorized work completed, parts approved, documentation provided, and unscheduled repairs pre-authorized.

• Security: All contractual obligations are unclassified.

• Coordination: Work must be coordinated through designated personnel. Unscheduled repairs require prior USG quote approval.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products or services, issued as a Request for Quote (RFQ) under FAR subpart 12.6. It constitutes the only solicitation, and no written solicitation will be issued. The procurement is a Total Small Business set-aside.

• The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other non-personal services necessary to inspect and service Polaris MRZR, Polaris MRZR-Alphas, Polaris Ranger XP Crew Cab, and Club Car Golf Cart.

• A Statement of Work (SOW) is provided as Attachment 1 for more detailed information.

• Offerors must provide a completed Price List (Attachment 2) with their offer.

• Quotes must include: Product Specifications, CAGE Code, SAM Unique Entity ID, Taxpayer I.D. No., Payment Terms, Discount Terms, Offerors Reps and Certs, Point of Contact, Phone, Fax, Email, and Proposed Delivery Schedule.

• Offerors must include a completed copy of FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items.

• The contract will be a Blanket Purchase Agreement (BPA) for non-personal services.

• Individual Call Orders under the BPA shall not exceed a total combination of $25,000.00 per call.

• Payments will be made by Government Purchase Credit Card (GPC).

• The period for acceptance of offers is 90 calendar days from the date specified for receipt of offers.

• Questions Due Date: Tuesday, 17 February 2026 at 10:00 AM PDT.

• Offer Due Date: Friday, 20 February 2026 at 10:00 AM PDT.

• Offers must be submitted via email only in Adobe PDF, Excel, or Microsoft Word formats.

• Deliverables with proposal: Technical Proposal and Attachment 2 - Price List.

• Evaluation Factors: Factor 1 - Price, Factor 2 - Technical.

• Award will be made to the Offeror whose Acceptable Technical Proposal represents the Best Value to the Government, determined by the Lowest Priced Technically Acceptable offer.

• NAICS Code: 441227 - Off-road all-terrain vehicles (ATVs), wheeled or tracked, dealers, Small Business Size Standard $40M.

• Prospective vendors must be registered in the System for Award Management (SAM) database prior to contract award.
