Scope of Work

- Maximum LOA of 204.80 meters, DWT of 40,000 MT, and displacement of 60,000 MT.
- Minimum Speed of Advance (SOA) of 13 knots in moderate weather.
- Compliance with SIRE system, Q-88, and specific certifications (Class Society Safety Management Certificate, Flag State ISSC, USCG COI/COC).
- Vessels must be clean, gas-free, and ready for internal tank inspection, with specific requirements for heating coils and internal coatings (no coal tar).

Submission & Evaluation
- Submission: Proposals must be submitted on SF 1449 or letterhead stationery. A valid submission requires at least the ship name, price, and signature. Offerors must provide information to evaluate factors in FAR 52.212-2, responses to provisions, and a statement of agreement with all terms. Large businesses must include a Subcontracting Plan.
- Evaluation: Award will be made to the responsible offeror(s) with the lowest evaluated price for each layday window. Evaluation considers the charter hire rate, fuel price, and other pricing elements. Fuel consumption will be calculated based on specific underway and in-port days, with MGO/MDO priced at $1,188.68 per metric ton. U.S. flag vessels may be prioritized.
