The scope includes installing several miles of underground fiber optic connections from a common demarcation point to NPS facilities and providing one year of internet and dark fiber services. Services encompass Dark Fiber (Backhaul, Zero-Mile), Business Class Internet Access, MDU Internet Access, and Residential Class Internet Access.

Key Requirements

  • Installation: Install several miles of underground single-mode fiber optic connections, compliant with TIA-492CAAA/TIA-492E000, without splices between buildings.
  • Support Services: Provide 24x7x365 internet support, detailing customer contact methods, response times, and outage notifications.
  • Permitting: Obtain and maintain a valid Right of Way (ROW) permit from NPS prior to commencing work. Land use and occupancy fees are waived if permits solely serve NPS.
  • Annual Planning: Submit an Annual Work Plan by April 1st each year for maintenance, vegetation management, or work activities.
  • Compliance: Adhere to Davis Bacon wage rates (detailed in Attachment 2).
  • Performance Standards: Meet broadband service standards (up to 1 Gbps download, 99.99%-99.999% reliability, <45ms latency, <0.3% packet loss) and dark fiber specifications (OS3 or better single mode fiber, LC/APC termination).
  • Environmental & Safety: Strict adherence to NEPA/NHPA compliance, environmental assessments, wildlife protocols, waste management, and safety plans.
