Key Requirements & Justification
This acquisition mandates engineering source approval by the design control activity to ensure part quality. The approved source(s) possess unique design capabilities, engineering skills, and manufacturing/repair knowledge, including data rights, which are not economically available to the Government. Any alternate source must undergo qualification in accordance with the design control activity's procedures, as approved by the cognizant Government engineering activity.
The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice is not a request for competitive proposals. However, all responsible sources are encouraged to identify their interest and capability to respond. Information received will be considered solely for determining the feasibility of a competitive procurement.
Additional Notes
Award is conditional upon the offeror, product/service, or manufacturer meeting qualification requirements as per FAR 52.209-1. The Government will not be using FAR Part 12 (Acquisition of Commercial Items) for this solicitation. Nevertheless, interested parties may inform the contracting officer of their ability to meet the requirement with a commercial item within 15 days of this notice. This acquisition may be subject to Free Trade Agreements and the World Trade Organization Government Procurement Agreement.
