Sources Sought Notice

This notice is issued by the Department of Veterans Affairs (VA), Network Contracting Office 22 (NCO 22) to gather information on potential sources for a 125kW back-up Generator lease for the VA Long Beach Healthcare System. The government is conducting market research to determine if the acquisition can be set aside for Veteran-owned small businesses or small businesses. A determination to set aside the acquisition is at the sole discretion of the government.

• Lease of a 125kW back-up Generator.

• Vendors must be an OEM authorized dealer, distributor, or reseller, verified by authorization documentation.

• No gray market items will be accepted.

• A solicitation is not currently available. If issued, it will be published on SAM.gov or ebuy.gsa.gov.

• Interested sources are requested to provide specific information to demonstrate their capabilities and compliance.

• Key information requested includes:

  • Business size classification relative to NAICS code 335312 (size standard 1,250 employees).
  • Capabilities statement addressing draft/salient characteristics and SOW requirements.
  • Confirmation of manufacturer, authorized distributor, or reseller status, with OEM authorization documentation.
  • Information on designated/authorized distributors if a large business.
  • Compliance with Limitations on Subcontracting and Non-Manufacturer Rule.
  • Confirmation of Buy American Act conformance.
  • Information on existing Federal Supply Schedule (FSS) or other Federal Government contracts.
  • General pricing information for market research purposes.

• The government will consider setting aside the acquisition for Veteran Owned Small Businesses (VOSB) or Small Businesses (SB) if sufficient qualified sources are identified.

• Vendors must indicate their business size status (Small Business, Emerging Small Business, Small Disadvantaged Business, 8(a), HubZone, Woman Owned, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, Large Business, or Other).

• The attached Statement of Work (SOW) is intended to be descriptive, not restrictive. Vendors are responsible for demonstrating their ability to meet the government's requirements.

• Responses to this Sources Sought Notice are separate from any future solicitation response.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide a 125kW rental generator as back-up power for the Domestic Water System (PUMPS) and Fire Suppression System at Building 125 of the VA Long Beach Healthcare facility, due to the existing emergency power generator being de-commissioned.

• Provide all labor, parts, materials, equipment, and supervision for generator rental, setup, and termination.

• Ensure contractor and employees wear temporary VA ID badges and required OSHA PPE.

• Disconnect and reconnect electrical systems as needed.

• Comply with NFPA 70 National Electric Code (NEC) regulations.

• Provide all necessary cabling, including for phases, neutral, and ground, to connect the generator to the house power distribution system.

• Supply cable ramps and ensure battery charger functionality.

• Perform manual start and functions tests to verify generator operation under load.

• Conduct a one-time delivery, setup, and termination of the entire system.

• Perform an annual four (4) hour load bank test at 30%, 50%, and 80% of nameplate data, in accordance with SCAQMD and VA regulations.

• Swap the generator with a replacement unit once annually.

• Provide disconnection and pickup service of all equipment and cables upon notification.

• Generator must provide emergency power to the Domestic Water System (PUMPS) and Fire Suppression System.

• Generator main breaker set to a max trip setting of 300 Amps.

• Annual load bank testing for four (4) hours at specified load percentages.

• Final walkthrough to ensure completion of all service requirements.

• Place of Performance: VA Long Beach Medical Center (VAMCLB) Building 125.

• Period of Performance: Base (3/23/26-3/22/27) with four (4) option years extending through 3/22/31.

• Contractor must obtain "Infection Prevention Construction Risk Assessment" (ICRA) permits.

• Vendor will not have access to patient records, data, or VA computer systems.

• No Government-Furnished Equipment (GFE) will be used.
