Quick Summary

The Department of the Navy, NAVSUP WEAPON SYSTEMS SUPPORT MECH, is soliciting proposals for Seawater Activated Batteries (NSN: 4T-6135-00-883-9024-TU44), designated as a Critical Safety Item, for the MK46 lightweight torpedo system. This is a Firm Fixed Price contract under Full and Open Competition. Proposals are due May 25, 2026, at 2:00 PM Eastern Time.

Scope of Work

The requirement is for the procurement of Seawater Activated Batteries, IAW DWG: 2526785 REV AB and associated specifications. These batteries are installed in the after body shell of the MK46 torpedo, electrically interfaced to the igniter and fuel tank pressure cylinder squib, and back-filled with dry nitrogen. Key deliverables include:

  • Item 0001: Seawater Activated Battery (Base Quantity: 263 EA).
  • Item 0001AA: Contract Data Requirements List (CDRL) for Technical Data (A001-A005), including Test Procedures, Test/Inspection Reports, Failure Analysis, Progress Reports, and Certificates of Compliance.
  • Item 0001AB: First Article (Preproduction) Test Samples (destructive testing required).
  • Item 0001AC: Production Lot (Periodic) Test Samples (destructive testing required).
  • Option Line Item 0002: Additional Seawater Activated Batteries (up to 133% of base quantity).

Contract Details

  • Contract Type: Firm Fixed Price.
  • Set-Aside: Full and Open Competition (changed by Amendment 005).
  • Place of Performance: FOB Origin.
  • Payment: WAWF (Wide Area Work Flow) is required for payment requests and receiving reports.

Submission & Evaluation

  • Proposal Submission: Electronic submission via email to connor.b.fry.civ@us.navy.mil.
  • Required Volumes: Introductory, Past Performance, Small Business Participation, and Price.
  • Evaluation Factors: Best value trade-off determination. Past Performance (Quality, Timeliness of Delivery, Small Business Utilization) is significantly more important than Small Business Participation, and both are significantly more important than Price. Lowest price is not the sole determining factor.
  • Key Deadlines:
    • Proposal Submission Deadline: May 25, 2026, 2:00 PM Eastern Time (per Amendment 006).
    • Questions Deadline: One (1) week prior to the proposal closing date.
    • First Article Test Report Submission: Within 180 calendar days from the contract date.

Additional Notes
