Statement of Work (SOW) / Performance Work Statement (PWS)

To provide 41 backup batteries for Dialog+ Dialysis Units at the Veteran Affairs North Texas Healthcare System in Dallas, Texas. These batteries are critical for life safety, patient protection, and ensuring the safe continuation, pausing, or controlled shutdown of dialysis treatments during power emergencies.

• Provide 41 new units of "Accu Option Backup Battery Pack" (Part Number: 7102244).

• All equipment must be FDA approved where applicable and sourced directly from the Original Equipment Manufacturer (OEM).

• Need Date: 5 business days from the time of award.

• Place of Performance: Department of Veteran Affairs, Veteran Affairs North Texas Healthcare System (Main Campus), 4500 S. Lancaster Road, Dallas, Texas 75216.

• Information Technology Security: Contractors and personnel must comply with all Federal laws, VA Directives, and Handbooks regarding information and information system security. Sensitive VA information must be protected. Certification and accreditation requirements do not apply, and a security accreditation package is not required.

• Data Handling: VA sensitive information must be stored, transported, or transmitted in an encrypted form using VA-approved, FIPS 140-2 validated tools. Non-volatile memory devices must not be removed from VA facilities until data is certified as destroyed by the Information Security Officer (ISO). Remote access for repairs is permitted.

• Personnel Security: Contractors and personnel are subject to investigative requirements in accordance with VA Directive and Handbook 0710. Background security investigations may be required.

• COVID-19 Protocols: Contractor employees working in or traveling to VHA locations must comply with vaccination or negative COVID-19 test result documentation requirements. Daily screening may be required, and entry may be denied if screening protocols are not passed. Employees with direct patient contact must self-screen daily.

• Records Management: Contractors must comply with all applicable records management laws, regulations, and NARA policies. All data created for Government use is considered Federal records. Records must be managed and may only be disposed of in accordance with statute or regulation. Unauthorized destruction or removal of records is prohibited.

• Privacy: Contractors must adhere to HIPAA provisions, including Privacy and Security Rules. A Business Associate Agreement (BAA) may be required. Annual privacy training is mandatory.

• Contracting Officer Representative (COR): A COR will be designated by the Contracting Officer for work coordination.

This is a Sources Sought Notice for market research purposes only. The Department of Veterans Affairs, Network Contracting Office 17, is seeking information to determine the procurement strategy for backup batteries for the VA North Texas Health Care System.
