Solicitation / RFP / RFQ

This solicitation is a Request for Quotation (RFQ) for the "Avigilon video surveillance system project" for the VA Pacific Island Healthcare System (VAPIHCS). The project involves the purchase, installation, and configuration of Avigilon cameras and supporting equipment to enhance security and comply with VA guidelines. This is an unrestricted, small business set-aside acquisition.

• Procurement and installation of sixteen (16) Avigilon network cameras (14 x 5MP H6SL Dome, 2 x 12MP H6A Fisheye) with onboard analytics.

• Procurement of a Network Video Recorder (NVR) with a minimum of 30 days of continuous storage.

• Procurement of all necessary associated hardware (mounting brackets, conduits, cabling, network switches, power supplies, storage devices/servers).

• Procurement of necessary Avigilon camera licenses.

• Cameras must meet technical specifications including Wide Dynamic Range (WDR), minimum [2, 3, 5, or 8] megapixels resolution, and on-camera AI analytics.

• Integration with Avigilon Control Center (ACC) software.

• Installation must adhere to manufacturer specifications, industry best practices, and VA physical security standards.

• Configuration of cameras and ACC system for recording and storage (minimum 30 days).

• Comprehensive testing and acceptance by VA Physical Security Personnel.

• Training for VAPIHCS personnel on camera and ACC system operation.

• All equipment and components must be NDAA and FIPS compliant.

• Period of Performance: Installation to be completed within 6 months from the date of award.

• Place of Performance: E-Wing, Tripler main building, ACC, and CLC/CFA at 459 Patterson Road, Honolulu HI 96819.

• Offers are due by December 19, 2025, 15:00 EST.

• Quotes must be submitted electronically in PDF or Microsoft Excel format to Mathew.Czeshinski@va.gov.

• Questions must be submitted no later than 72 hours prior to the close of the solicitation.

• The deadline for requesting a site visit is December 15, 2025.

• Evaluation will be based on Price alone.
