Sources Sought Notice

This notice is issued by the Department of Veterans Affairs (VA), Network Contracting Office 22 (NCO 22) to gather market intelligence on potential sources for security equipment. The NAICS code for this requirement is 334220, with a size standard of 1,250 employees. The VA is assessing whether to set aside this acquisition for Veteran-owned small businesses or small businesses based on market research findings.

Sources are sought for security equipment as detailed in the attached draft Statement of Work (SOW) and salient characteristics. The provided SOW and salient characteristics are intended to be descriptive, not restrictive. Vendors must demonstrate their ability to meet the government's requirements. No gray market items will be accepted; vendors must be an OEM authorized dealer, distributor, or reseller, verified by authorization documentation.

Interested parties are requested to provide specific information, including:

• Business size classification relative to NAICS 334220.
• A capabilities statement demonstrating how their organization can or cannot meet the draft SOW/salient characteristics, with explanations for any unmet requirements.
• Confirmation of manufacturer, authorized distributor, or reseller status, including OEM authorization letters if applicable.
• For large businesses, information on designated distributors.
• Details on compliance with Limitations on Subcontracting and the Non-Manufacturer Rule, if applicable.
• Confirmation of conformity with the Buy American Act.
• Information on existing Federal Supply Schedule (FSS) or other Federal Government contracts.
• General pricing information is encouraged for market research purposes only.

The government will consider setting aside the acquisition for Veteran-owned small businesses or small businesses if sufficient qualified sources are identified. Vendors must indicate their business size status.

A solicitation is not currently available. If issued, it will be published on SAM.gov or NASA SEWP. Interested sources must respond separately to the future solicitation announcement. The response date for this Sources Sought Notice is June 22, 2026, 7:00 am Pacific Time.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide the foundational infrastructure for future expansion of Video Surveillance and Access Control Systems at the Department of Veterans Affairs, Cooperative Studies Program, Clinical Research Pharmacy Coordinating Center (CRPCC) in Albuquerque, NM. This upgrade is necessary to comply with DEA/FDA registration and licensing mandates.

• Phased Approach: Implement a phased approach to establish new security systems, initially bringing online 7 cameras and 3 access control openings.

• Video Surveillance: Install 7 exterior cameras for parking, building perimeters, and entry points. Utilize existing rooftop conduit infrastructure. Remove and abandon existing video surveillance equipment and cabling.

• Access Control: Install a new Access Control System that will run in parallel to the existing system until fully functional. This includes multi-class access card readers, door position switches, request-to-exit devices, and appropriate locking hardware for 3 openings.

• Infrastructure: Establish a new security network with headend equipment in Computer Room 146 and a new fiber backbone to the Annex IDF and Electrical Room 158. Establish a new IDF in Electrical Room 158 with necessary equipment.

• Workstations: Install workstations for video surveillance monitoring (in the security vestibule with remote connection to Electrical Room 158), access control system administration (in File Room 109), and security monitoring.

• The Access Control System must support a minimum of 200 personnel with individual and group access permissions.

• The system must have capacity for future addition of card readers.

• The new Access Control System will run in parallel to the existing system until it has been expanded to include all existing functionality, at which point the old system will be decommissioned.

• Period: One (1) year after award.

• Place: Department of Veterans Affairs, Cooperative Studies Program, Clinical Research Pharmacy Coordinating Center, 2401 Centre Ave SE, Albuquerque, NM 87106-4180.

• Security: C&A requirements do not apply; no Security Accreditation Package is required.

• Hours of Coverage: Normal hours are Monday-Friday, 7:30 am to 4:00 pm Mountain Time. Work outside these hours requires COR approval.

• On-Site Regulations: Contractors must wear visible identification, report to the Security Desk, exchange ID for a visitor badge, and comply with VA regulations regarding smoking, weapons, eating, drinking, and masking.
