Request for Information (RFI)

This RFI is for planning purposes only and is not a solicitation or request for quote/proposal. Its primary goal is to improve small business access to acquisition information, enhance competition, and identify potential sources (for contracting and subcontracting) interested and capable of performing the work described in the attached draft PWS and Attachment A.

Interested parties should submit responses via email by March 31, 2026, 12:00 PM Eastern Time. Responses should include:

• Organizational Information: Name, UEI/CAGE Code, POC details, size and socioeconomic status.

• NAICS/PSC Codes: Proposed alternative codes with justification, if applicable.

• Capabilities: Description of capabilities related to the draft PWS and Attachment A (maximum 5 pages).

• Contract Vehicles: List of relevant government contract vehicles held.

• Responses are voluntary and will not be acknowledged or evaluated individually.

• The Government will not pay for information received.

• The attached PWS and Attachment A (Supply List) are drafts and subject to change.

• DOI will not accept unsolicited proposals in response to this RFI.

Performance Work Statement (PWS)

To procure medical and dental supplies for the Armed Forces Retirement Home (AFRH) and implement an innovative service model for managing these supplies.

• Fill and refill medical and dental supply requirements for AFRH.

• Provide a web-based/internet system for ordering supplies three times a week, with a backup system via telephone or other means.

• Track all medical and dental items ordered throughout the contract.

• Conduct an initial phase-in inventory of all existing medical and dental supplies within 5 business days of award.

• Reorganize supply rooms and establish proposed par levels for all medical and dental supplies.

• Act as a business advisor to facilitate proactive strategies for reducing overall costs of medical and dental supplies.

• Conduct quarterly reviews of medical and dental supplies and report findings.

• Provide a Plan of Action and Milestones (POA&M) on a quarterly basis.

• 98% Accuracy of items ordered versus items received.

• 98% Accuracy based on contractor-provided list of returns/credits.

• The PWS encompasses requirements for AFRH's Gulfport, MS Medical and Dental Supplies.

• Business hours for AFRH Washington, DC are 7:30 am to 4:00 pm, Monday through Friday Eastern Standard Time.

• Business hours for AFGR Gulfport, MS are 7:00 am to 3 pm Monday through Friday Central Standard Time.

• Contractor personnel must undergo background security investigations (National Agency Check and Public Trust Position Background Check).

• Contractor employees must comply with AFRH regulations, including those concerning fire, safety, sanitation, security, and possession of firearms.

• Contractor employees must display Government-furnished identification badges.

• Contractor employees operating motor vehicles must possess a valid driver's license and comply with traffic regulations.

• Contractor shall establish and maintain a Quality Control Program (QCP).

• Contractor shall provide a phase-in plan and a phase-out plan.
