This solicitation is for a pharmaceutical requirement for multiple Consolidated Mail Outpatient Pharmacies (CMOPs). The Department of Veterans Affairs is seeking offers for various Hydrocortisone Acetate 25mg formulations.

• Procurement of Hydrocortisone Acetate 25mg in 12ct and 24ct packaging.

• Products must be shippable by USPS unless otherwise identified and accepted by the Contracting Officer.

• All pharmaceutical products must include bar code labeling at the unit-of-use package level, conforming to GS1-128 or HIBCC standards.

• Only products with an FDA therapeutic equivalence code of "A" will be considered, unless all drugs in the family group are "B" rated.

• Expiration dates must be no less than 12 months from the date of delivery.

• Minimum bottle size is 100cc with a child safety type cap.

• Compliance with the Drug Supply Chain Security Act (DSCSA) is required for prescription pharmaceuticals.

• The solicitation incorporates FAR 52.212-1, 52.212-4, and 52.212-5 by reference.

• Payment will be made via Electronic Funds Transfer (EFT).

• Invoices are to be submitted electronically upon final acceptance.

• Offers must be submitted by March 25, 2026, 3:00 PM CDT.

• Submission requirements include a signed SF 1449, pricing schedule in Excel format, wholesale distributor license, OEM authorization documentation (for OTC products), and a completed BAA Certificate (Section E.3).

• Evaluation factors are Delivery, Past Performance, Price, and Technical.

• The Government reserves the right to award based on the most advantageous offer, considering price and other factors.
