This solicitation seeks to establish a supply source for pharmaceutical products, specifically Benazepril HCL tablets in various strengths and package sizes, to be purchased through the VA and DoD Pharmaceutical Prime Vendor (PPV) Programs. • Procurement of Benazepril HCL tablets in 5MG, 10MG, 20MG, and 40MG strengths, in 100-count and 500-count bottles.

• Offerors must provide a unique 11-digit National Drug Code (NDC) for each offered drug.

• Products must meet FDA approval and cGMP standards.

• Packaging must comply with specific requirements, including safety caps and compatibility with automated dispensing units.

• Bar code labeling at the unit-of-use package level is required.

• Compliance with Drug Supply Chain Security Act (DSCSA) requirements is mandatory.

• Type: Firm Fixed Price, Indefinite-Delivery Requirements Contract.

• Period of Performance: Base year plus four one-year option periods.

• Payment Structure: Payments will be made by Pharmaceutical Prime Vendors (PPVs), not directly by the Government.

• Proposals must be submitted via email in Microsoft Word or PDF format, including a scanned copy of the signed SF-1449.

• Offers must include pricing for the base year and all four option years for all line items.

• Evaluation will be based on the lowest price technically acceptable offer.

• Technical acceptability requires meeting product descriptions, unique NDC, FDA approval, and FDA cGMP compliance.

• Offer due date: May 19, 2026, at 2:30 PM CT.

• This acquisition is unrestricted.

• Offerors not manufacturing the items must submit a Letter of Commitment from the manufacturer.

• Offerors must have an approved subcontracting plan if they are other than small businesses and the contract value exceeds $900,000.

• Attachments A and B list the VA and DoD Pharmaceutical Prime Vendor Contractors.

• Attachment C provides estimated annual usage quantities by agency.

• A 0.5% Cost Recovery Fee must be included in all offered prices.

This is a pre-solicitation notice for an unrestricted procurement of Benazepril Hydrochloride (HCL) Tablets. The Department of Veterans Affairs (VA) National Acquisition Center intends to issue a Request for Proposal (RFP) for an uninterrupted supply of these tablets for various federal agencies including VA (CMOPs, SVH), Department of Defense (Tricare Mail Order Pharmacies), Bureau of Prisons, Indian Health Service, and Federal Health Care Center.

• Supply of Benazepril Hydrochloride (HCL) Tablets in various strengths and package sizes.

• Offerors must state the exact name (as it appears on the label) by which the drug will be supplied.

• The drug must have an NDC number unique to the offeror.

• The successful offeror's label with its unique NDC shall be the only label on the product; no labels can be affixed over another.

• VA labels must be able to securely adhere on top of the successful offeror/contractor’s label.

• One contract will be awarded to a responsible offeror.

• The contract period will be for one year plus four pre-priced one-year option periods.

• Contract items will be distributed through the VA’s and DOD’s respective Pharmaceutical Prime Vendor Programs.

• Solicitation # 36E79726R0026 will be electronically issued in accordance with FAR Part 12.

• Tentative issue date: on or about May 5, 2026.

• Tentative closing date: May 19, 2026.

• No paper copies of the solicitation will be available.

• Interested offerors should continuously check SAM.gov for changes.

• All responsible sources may submit an offer.
