Proposals must be submitted via email in Microsoft Word or PDF format, including a scanned copy of the signed SF-1449. Payments will be made by Pharmaceutical Prime Vendors (PPVs), not directly by the Government. A 0.5% Cost Recovery Fee must be included in all offered prices. Non-manufacturing offerors must provide a Letter of Commitment from the manufacturer. Other than small businesses with contracts exceeding $900,000 require an approved subcontracting plan.
