This solicitation seeks proposals for the supply of Mesalamine 1200MG (1.2GM) Tablets Enteric Coated (EC) Delayed Release (DR) (Unit of Use) to Department of Veterans Affairs (VA) and Department of Defense (DoD) facilities through their respective Pharmaceutical Prime Vendor (PPV) Programs. The objective is to establish a supply source for these pharmaceutical requirements, ensuring nationwide availability and consistent product quality at volume-based pricing.

• Product: Mesalamine 1200MG (1.2GM) Tablets Enteric Coated (EC) Delayed Release (DR) (Unit of Use), 120 Tablets per Bottle.

• Packaging: Unit of use bottles must meet specific size (minimum 120cc volume), safety cap, and labeling requirements (5.25" x 2" label space).

• National Drug Code (NDC): Offerors must provide a unique 11-digit NDC number for each offered drug.

• Good Manufacturing Practices (cGMP): Manufacturing facilities must have acceptable cGMP status with the FDA.

• Drug Supply Chain Security Act (DSCSA): Compliance with DSCSA serialization and transaction requirements is mandatory.

• Bar Coding: All pharmaceutical products require bar code labeling at the unit-of-use package level conforming to GS1-128 or HIBCC standards.

• Contract Type: Firm Fixed Price, Indefinite-Delivery Requirements contract.

• Period of Performance: Includes an Implementation Period (max 60 days), a Base Year Ordering Period, and four (4) one-year option ordering periods.

• Estimated Usage: Total estimated annual usage for VA, DoD, BOP, and IHS is 107,364 bottles.

• Submission Method: Proposals must be submitted via email in Microsoft Word or PDF format to Youlanda.Duggar@va.gov and Teresa.Hussain@va.gov, including a scanned PDF of the signed SF-1449. Faxed proposals are not acceptable.

• Proposal Content: Must include pricing for the base year and all four option years for Line Item 1. Prices must not exceed two decimal places and must include a 0.5% Cost Recovery Fee.

• Evaluation: Award will be made to the responsible offeror with the lowest price technically acceptable offer. Technical acceptability includes meeting product description, unique NDC, FDA approval, FDA cGMP compliance, and manufacturing facility clearance.

• Deadline: Offer Due Date is June 11, 2026, at 2:30 PM CT.

• This acquisition is unrestricted.

• Offerors not manufacturing the items must submit a Letter of Commitment from the manufacturer.

• Offerors must maintain an active and current registration in the System for Award Management (SAM).

• Subcontracting plans are required for other than small business concerns if the contract value exceeds $900,000.

• Proposals must include pricing for all line items for the base year and all four option years.

• A 0.5% Cost Recovery Fee is embedded in offered prices and must be reported quarterly.

This is a pre-solicitation notice for an unrestricted procurement of Mesalamine 1200MG (1.2GM) Tablets Enteric Coated (EC) Delayed Release (DR) (Unit of Use). The Department of Veterans Affairs (VA) National Acquisition Center intends to issue a Request for Proposal (RFP) for an uninterrupted source of supply for this medication. The contract will serve the VA (including CMOPs and State Veterans Homes), Department of Defense (DoD) (including Tricare Mail Order Pharmacies), Bureau of Prisons (BOP), Indian Health Service (IHS), and Federal Health Care Center (FHCC).

• Bottle Specifications: Unit of use packaging (120 count bottles) must include a safety-cap (deshellable/convertible) and a bottle with a minimum 120cc volume, cylindrical body, minimum 5.75" circumference, and fit a 5.25" x 2" label with 0.5" additional space for barcode/expiration/lot number.

• Estimated Annual Usage: 107,364 bottles.

• Contract Type: One contract will be awarded.

• Period of Performance: One base year plus four pre-priced one-year option periods.

• Distribution: Through VA’s and DOD’s respective Pharmaceutical Prime Vendor Programs.
