• The "Hour & Date for Receipt of Offers" has been extended.

• The due date for offers is extended to April 22, 2026, at 2:30 PM Central Time (CT).

• All other terms and conditions of the original solicitation remain unchanged.

Solicitation / RFP / RFQ

This document is a solicitation for pharmaceutical products, specifically Metolazone tablets in various strengths (2.5mg, 5mg, 10mg). The contract will establish national contract prices for these drugs, which will be distributed through the VA and DoD Pharmaceutical Prime Vendor (PPV) Programs. The objective is to ensure product availability and consistency nationwide with volume-based pricing.

• Products: Metolazone 2.5mg Tablets (100/bottle), Metolazone 5mg Tablets (100/bottle), Metolazone 10mg Tablets (100/bottle).

• Quantities: Estimated annual usage is provided for VA, DoD, BOP, and IHS.

• Packaging: Must meet specific requirements including safety caps, compatibility with automated dispensing units, and no glass bottles. Labels must be specific to the offeror with a unique NDC.

• Bar Coding: All products require GS1-128 or HIBCC compliant bar code labeling at the unit-of-use level.

• DSCSA Compliance: Adherence to the Drug Supply Chain Security Act requirements for serialized transaction information and authorized trading partners.

• cGMP Compliance: Manufacturing facilities must have an acceptable cGMP status with the FDA.

• Letter of Commitment: Required from manufacturers if the offeror is not the manufacturer.

• Cost Recovery Fee: A 0.5% fee must be included in all offered prices and reported quarterly.

• Contract Type: Firm Fixed Price, Indefinite-Delivery Requirements contract.

• Period of Performance: Implementation Period (max 60 days) plus a one-year base Ordering Period and four one-year option periods.

• Authorized Users: VA facilities, DoD PPV Program, IHS facilities, BOP facilities, and Captain James A. Lovell Federal Health Care Center.

• Payment Structure: Payments will be made by PPV programs, not directly by the Government. Contractors invoice PPVs, not Government facilities.

• Submission Method: Proposals accepted via email in Microsoft Word or PDF format, with a scanned SF-1449. Faxed proposals are not acceptable.

• Key Deadlines: Offerors must submit proposals by the exact time specified. Confirm receipt of attachments.

• Evaluation: Lowest price technically acceptable (LPTA). Offers must meet all technical requirements, including product description, unique NDC, FDA approval, cGMP compliance, and pricing for all line items and option years. Price evaluation is aggregate for all line items and option years.

• Required Pricing: Offerors must submit prices for line items 1, 2, and 3 for the base year and all four option years. Failure to do so may result in rejection.

• Small Business: Non-small businesses are required to submit an approved subcontracting plan for contracts over $900,000.

• Manufacturer Requirements: Offerors not manufacturing the product must submit a Letter of Commitment. Offerors must maintain the same manufacturer and NDA/ANDA/BLA unless approved otherwise.

• Covered Drugs: Offers of covered drugs must have an executed Master Agreement (MA) and Pharmaceutical Pricing Agreement (PPA) with the VA FSS, and the proposed products must be on the Offeror's FSS contract or interim agreement.

• Offerors must provide a unique 11-digit NDC for each product.

• Proposals must include pricing for the base year and all four option years for all line items.

• Zip files and folders are rejected by VA NAC servers.

This is a pre-solicitation notice for a Request for Proposal (RFP) for Metolazone Tablets. The Department of Veterans Affairs (VA) National Acquisition Center intends to procure these tablets for the VA, Department of Defense (DOD), Bureau of Prisons (BOP), and Indian Health Service (IHS). The goal is to award a single contract to a responsible offeror capable of providing an uninterrupted supply.
