Key Requirements
Offerors must provide pricing for all six line items (Naproxen 250mg, 375mg, 500mg in 100 & 500 count bottles) for the base year and all four option years, including a 0.5% Cost Recovery Fee. Key technical requirements include:
- Product Registration: Submitted product information, including unique NDC, must be registered with FDA, First Databank, Medispan, and Cerner Multum within five days of award.
- Manufacturing & Quality: Manufacturing facilities must maintain an acceptable current Good Manufacturing Practices (cGMP) status with the FDA. Offerors not manufacturing the products must submit a Letter of Commitment from the manufacturer, and the same manufacturer must be maintained throughout the contract period.
- Packaging & Labeling: Specific packaging requirements include safety caps for bottles of 400 tablets or less, compatibility with automated dispensing units, and no glass bottles. Unique NDC numbers must be clearly displayed on the offeror's label.
- Bar Coding & DSCSA: All pharmaceutical products require GS1-128 or HIBCC compliant bar code labeling at the unit-of-use package level, encoding the NDC. Compliance with the Drug Supply Chain Security Act (DSCSA) is mandatory, including serialized DSCSA Transaction Information and Transaction Statements using GS1 EPCIS files.
